The work to be performed by the County, whether financial services or technical services, shall be <br />performed during normal working hours. Said services shall be of such nature and character as <br />would be normally required for an Emergency Mobile Home Loan Program under generally <br />established and prevailing practices. Any unusual services ora technical nature that the City may <br />require, may be pertbrmed by the County, if qualified personnel is available, and upon written <br />request of the City. Unusual services my include, by way of illustration, attendance at meetings, <br />hearings, and court proceedings, off-hour consulting ,work on holidays and weekends. Prevailing <br />rates for such unusual services will be followed in determining the amount of compensation for such <br />services. <br /> <br />The County shall not replace the legal responsibilities and/or the duties of.the City Building Official <br />nor of the State of California Department of Housing and Community Development's Inspection <br />DMsion in carrying out tasks under the Emergency Mobile Home Loan Program described herein. <br /> <br />SECTION 3 DUTIES AND RESPONSIBILITIES <br /> <br /> COUNTY <br /> <br /> Markets, receives applications, selects application order by lottery <br /> Conduct survey of property to determine eligibility and repairs needed <br />· Interview owner and obtain income verification, ownership verification, and mortgage <br /> information as required <br /> Conduct title search with the State of California's Housing and Community Development <br /> Department to verify ownership, title, and any liens on subject property <br /> Prepare Rehabilitation Work Specifications to address the repairs noted in survey <br />· Help property owner obtain a qualified bid from a qualified contractor. <br />· Prepare Loan Profile for presentation to the City for submittal to the Rehabilitation Loan <br /> Committee for their loan approval. <br />· Upon approval of Loan, generate and execute Loan and Contract 'documents. Submit <br /> originals of Loan Documents and copies of Contract Documents to the City. <br />· Audit compliance with the Rehabilitation Work Specifications <br />· Prepare Payment Authorizations for all sums specified in the Disbursement Instructions and <br /> forward Payment Authorization [si to City for payment to Contractor or other authorized <br /> payee. <br /> <br /> <br />
