22� <br /> Recommended Annual Budget 1977-78 <br /> City Manager Fales advised that the Recomnended Annual Budget for <br /> 1977-78 is being submitted to Council in accordance with the re- <br /> quirements of Section 51 of the City Charter. <br /> Mr. Fales advised that copies will be available for the public on 1 ' <br /> Thursday and Friday, May 5 and 6, and that the first Budget Study <br /> Session is scheduled for Saturday, May 7. . <br /> Mayor Leipzig invited all citizens to attend the Budget Study <br /> Sessions, the first of which will be held at 9.00 a.m., Saturday, <br /> May 7 in the Board of Supervisors Chambers, 401 Marshall Str,eet. <br /> Council members commended staff for the new program budget format, <br /> noting it is easier to understand and gives a better overall ' <br /> picture of City business than the former style. <br /> In response to suggest�on of Councilman Norris, Mayor Leipzig ad- <br /> vised an attempt would be made to have published an open letter to <br /> c�tizens of Redwood City inviting them to the Budget Study Sessions. 6 <br /> � <br /> South Bayside Svstem Autho_ritv - amendment <br /> to �oint exercise of powers agreement <br /> City Manager Fales referred to his report of April 29, 1977 regard- <br /> ing the sub�ect proposed amendment <br /> In response to questions, Mr. Fales advised that it is implicit in <br /> the proposed resolution that it cannot be effective unless San Carlos , <br /> and Belmont also support the amendment. <br /> City Attorney Schricker advised that no percentage of part�cipation <br /> of inember cities is possible, and that all must sign the proposed <br /> amendment in the manner in wh�ch it is presented. <br /> Councilman Rhodes stated for the record that San Carlos,�Belmont <br /> and Redwood City will become partners in SBSA and suggested a �oint <br /> meeting of the three City Councils might be held some time during <br /> 1977 to provide an opportunity for general corimunication among the <br /> Council members. <br /> MOTION Title having been read, Councilman Barrett intraduced the <br /> following resolution and moved, seconded by Councilman Bury, its <br /> adoption <br /> RESOLUTION NO 7797 APPROVING AND AUTHORIZING EXECUTION OF <br /> SUPPLEMENTAL AGREEMENT TO JOINT EXERCISE OF POWERS AGREEMENT ' <br /> (SOUTH BAYSIDE SYSTEM AUTHORITY) <br /> The resolution was adopted unanimously by roll call vote. <br /> Approval of specifications and call for bids - <br /> carpeting for Main Library <br /> City Manager Fales referred to his report of April 29, 1977 regard- ' <br /> ing the sub�ect carpeting and attaching report from the City <br /> Librarian of April 25 <br /> Reg.Mtg. -4- <br /> 5/2/77 <br />
