22� Recommended Annual Budget 1977-78 City Manager Fales advised that the Recomnended Annual Budget for 1977-78 is being submitted to Council in accordance with the re- quirements of Section 51 of the City Charter. Mr. Fales advised that copies will be available for the public on 1 ' Thursday and Friday, May 5 and 6, and that the first Budget Study Session is scheduled for Saturday, May 7. . Mayor Leipzig invited all citizens to attend the Budget Study Sessions, the first of which will be held at 9.00 a.m., Saturday, May 7 in the Board of Supervisors Chambers, 401 Marshall Str,eet. Council members commended staff for the new program budget format, noting it is easier to understand and gives a better overall ' picture of City business than the former style. In response to suggest�on of Councilman Norris, Mayor Leipzig ad- vised an attempt would be made to have published an open letter to c�tizens of Redwood City inviting them to the Budget Study Sessions. 6 � South Bayside Svstem Autho_ritv - amendment to �oint exercise of powers agreement City Manager Fales referred to his report of April 29, 1977 regard- ing the sub�ect proposed amendment In response to questions, Mr. Fales advised that it is implicit in the proposed resolution that it cannot be effective unless San Carlos , and Belmont also support the amendment. City Attorney Schricker advised that no percentage of part�cipation of inember cities is possible, and that all must sign the proposed amendment in the manner in wh�ch it is presented. Councilman Rhodes stated for the record that San Carlos,�Belmont and Redwood City will become partners in SBSA and suggested a �oint meeting of the three City Councils might be held some time during 1977 to provide an opportunity for general corimunication among the Council members. MOTION Title having been read, Councilman Barrett intraduced the following resolution and moved, seconded by Councilman Bury, its adoption RESOLUTION NO 7797 APPROVING AND AUTHORIZING EXECUTION OF SUPPLEMENTAL AGREEMENT TO JOINT EXERCISE OF POWERS AGREEMENT ' (SOUTH BAYSIDE SYSTEM AUTHORITY) The resolution was adopted unanimously by roll call vote.
