Alice Gonzales, 616 Dory, stated that hers is a new residence with no history for 1976 Mrs Gonzales referred to her appeal letter with attachments of August 2 and called attention to the need for increased water allocation in order to maintain the landscaping she was required � to install at the time of purchasing her new home Mrs. Gonzales ad- vised that she had made a survey of water allotments granted to her neighbors and suggested that they receive greater water allocations. Mrs. Gonzales recommended that allocation be made on the basis of average use in particular neighborhoods and stated that the average allocation in Redwood Shores appears to be about 34 units, not�ng that the landscaping is new and requires a great deal of water. It was pointed out that it would be inappropriate to allocate water on the basis of average use in an area and that in older neighbor- hoods where the more mature landscaping is more valuable, it is also suffering from the drought In response to question, Mr. Fales and Mr. Pusich advised that Mrs. Gonzales purchased her home and was required to install landscaping ,7ust before the water emergency ordinance went tnto effect, but that at present the landscaping requirement for new homes is be�ng waived during the emergency City Attorney Schricker advised that the ordi- nance mandates there shall be no allocation to new construction for � landscaping In response to question, Mr. Schricker advised that water customers do not have the option to use whatever water they wish and pay the penalty, but that if customers do not reduce use to required amounts, restrictors may be installed and, if necessary, cessation of service will occur MOTION Councilman Rhodes moved, seconded by Councilman Vega, to • increase the water allocation to Steve Yaeger, 3355 Dover Road, from ' 15 to 20 units per billing period in recognition of the needs of a new baby (Councilman Bury returned at 9 00 p m) In response to question, Mr. Pusich advised that a median allotment has been established for a family of four for new residences and that as the family numbers are greater, increments are added He noted that the �ncrements are less and less since water use does not in- crease proportionately with size of famiTy The motion failed on the following tie roll call vote Ayes Cou�cilmen Norris, Rhodes, Vega � Noes Councilmen Barrett, Biagi and Mayor Leipzig Abstained Councilman Bury -5- Reg Mtg. 9/12/77
