Title having been read, Councilman Barrett introduced the following resolution and moved, seconded by Councilman Biagi, its adoption RESOLUTION NO 7915 COMMENDING VINCE BUCKHOUT The resolution was adopted unanimously by roll call vote. � Mayor Leipzig presented a framed parchment copy of the resolution to Mr Buckhout and thanked him for having well and faithfully served the City of Redwood City. Mr Buckhout thanked the Council and offered to continue offering his assistance to community pro,7ects wherever it is possible for him to da so Slide presentation - Section 208 of the Clean Water Act (See City Manager's report of November 4, 1977 regarding Section 208, Environmental Management Program, attaching report of the Director of Public Works and a copy of "final Draft, San Mateo County Surface Runoff Management Plan, September 1977" ) (Councilman Norris arrived at 7 38 p.m ) Geri Farman, 208 Coordinator, San Mateo County Department of Environ- menta anagement, presented a slide program regarding the need to reduce certain pollutants in runoff water Ms Farman observed that San Mateo County does not appear to have a water quality problem � She commented concerning reservations expressed by other San Mateo County cities with regard to the Plan Discussion followed and Ms. Farman and Director of Public Works Pustch commented and replied to questions concerning the apparent extension of federal land use control implied by the 208 Program, ob�ections to an administratively controlled special district financing the Plan through local property tax, the difficulties cities face in accepting such an enforcement district, fear about loss of local control through elected officials responsible to the people, recognition of the'fact that environmental problems often occur and must be addressed on a regional basis, and the fact that it is recognized that no sertous pollution problem from surface water runoff exists in San Mateo County Attention was called to Senate Bill 650 - Litter Control, Recycling, and Resource Recovery Act of 1977 which is expected to allocate some $4.5 million each year to cities and counties for certain cleanup pro�ects and which should be of assistance with regard to the Plan. MOTION Councilman Barrett moved, seconded by Councilman Bury, to approve the Final Draft of the San Mateo County Surface Runoff Management Plan with the understanding that any changes made to the Plan would require Redwood City's review and approval.
