�448 ` I MOTION`� Title having been read, Councilman Norris introduced�the � following resolution and moved, seconded by Councilman Barrett, � its adoption ' RESOLUTION N0. 7916 CONDITIONALLY APPROVING APPLICATION"'FOR ' PLANNED DEVELOPMENT PERMIT RELATIP�G TO REAL PROPERTY IN THE ' VICINITY OF WHIPPLE AVENUE AND BIRCH STREET IN THE CITY OF ' REDWOOD CITY , The resolut�on�was adopted unanimously by roll call vote. � Public Hearing - Application for Planned Development Permit to ; allow a seven-um t condominium pro�ect`, 261-279 � Roble Avenue - John Haqen, applicant I � Mayor Leip n g declared open at 8 28 p m. the sub�ect public hearing. , ; City Clerk Hildebrand reported the Aff�davit of Publ�cation of Notice � of Hearing and the Affidavit of Mailing are on flle in her office ' Speer McClellan„ 275 Hubbard, representing the applicant, referred to his letter of November 3, 1977 proposing an alternate plan pro- posal for the sub�ect site which it is suggested w�ll meet the ob- �ections of the Planning Commission. Mr McClellan advised that Plan A contained seven units wfiile the alternative Plan B proposes only five units. In response to question, he stated that in the five- , unit plan, the single unit and the two duplexes would probably be sold separately with the driveway for all f�ve units maintained in common ' Jane Hedlund, 258 Robl employed by the San Mateo County Probation Department, stated that she has recently moved to the sub�ect ne�ghbor- hoo8 in anticipation of retiring soon. Mrs Hedlund sug9ested the proposed five-unit development would generate greatly increased traffic and noise which would destroy the quiet, rural atmosphere and urged that the application not be granted Lois Turner 267 West Oakwood, suggested that the traffic and noise which would be generated by the proposed development would disturb tFie peaceful neighborhood and that access by fire trucks to the sub,7ect site might be a problem Ms. Turner urged that the rural nature of the neighborhood be retained. Kenneth Holmes 342 Roble, stated that the increased traffic which would be,generated by the five-unit development would create a traffic hazard for the 20 to 25 small children on the street. Mr Holmes suggest'ed some sort of standard might be set for amount of traffic with regard to street length and that "Children at Play" signs and traffic bumps should be'installed, if the development is approved In response to question, Mr Holmes acknowledged that there are now 61 homes on the street, that the five-unit develop- ment would result in only four additional dwelling places, since one building is already constructed, and that the neighborhood has re�ected estebl�shment of an assessment district for construction , of curbs and gutters intended to increase traffic safety for children and others in the area.
