' Works of°appl�cation for increased water allocation - " ' Richard E Freeman, 416 Lanvard Drive City Manager Fales referred to the file provided to Council on the sub,7ect appeal and to the report of the D�rector of Publ�c Wor,ks of November 15 transmitted to Council by the City Manager,'s �Report of, November 23, 1977. Richard E Freeman, 416 Lanyard Dr�ve, appellant, referred to his letter with attachments of October 27, 1977. Mr. Freeman advtsed that his family has recentiy �ncreased because of the birth of twins and described in detail all of his fam�ly's attempts to conserve water in order to remain within the City's water allocation �He , indicated he has concern for the sanitary cond�t�ons of his home and the health of his family because of some of the conservation measures �aken.
