20 ' Discussion followed and Mr freeman and Mr Fales cortQnented and replied to questions concerning the desirability of maintaining proper health and sanitation conditions, the fact that figures presented by Mr. Freeman suggesting that larger amounts of water are allocated by_ _______ � nearby �urisdictions are from a city which has fallen far short of the ' 25� cutback required by the San Francisco Water District, the fact that Mr Freeman has not offered any evidence that he cannot meet reasonable health standards on the water presently allocated stnce , he is not using the full allocation, the fact that an increase was granted to Mr. Freeman in July in anticipation of the birth of twins, but that for the first billing period after the increase, his family used only 20 of the 33 units allowed, the fact that the remaining 13 unused units represents more water than is used by many families of four within the City; the fact that wh�le there is no desire to en- courage residents to use all of the water allocated to each dwelling, that neither are they encouraged to take health risks, and that the ` appeal procedure� exists so that water users who are exceedin9 their allocat�on for good cause may have their allocations reviewed MOTION: Counci7man Rhodes moved, seconded by Councilman Biagi, to deny the appeal of Richard E. Freeman, 416 lanyard Dr�ve, from the denial by the Director of Public Works of application for increased water allocation. � It was pointed out that if Mr. Freeman finds he cannot maintain his fam�ly in good health and sanitary conditions on the water allocated to his residence,that he may appeal any penalty and offer evidence regarding failure to remain within the allocation. The mot�on carried unanimously by voice vote. ' (MINUTE ORDER N0. 77-259) Proposed appropriation increase - Se m or Citizens Drop-in Genter � City Manager Fales reported that he had been requested by Sally Salinas, Director of the Center, to withdraw the sub�ect item. Mr. Fales noted that a grant application had been approved wh�ch w�ll prov7de the necessary funds. Request for additional Bu�lding Department personnet City Manager Fales referred to his report of November 23, 1977 regard- ing the sub�ect request and attaching report from the Building Official dated November 21. Mr Fales observed that anticipated cqnstruction �n the City has greatly increased necessitat�ng the add�tion of the proposed personnel, noting that funds expected to be received from permit and plan check fees and other sources related to the construc- tion would be more than adequate to cover personnel costs.
