Y53 <br /> Mr. Fales observed that it�should be understood that there are or- <br /> ganizations of professional persons in the State who oppose amend- <br /> ments to modify the requirements regarding conduct of Bingo games, <br /> among them being the California Police Chiefs Association�who have <br /> concerns about the difficulties of enforcement if requirements are <br /> made less stringent. <br /> � Discussion followed and Mr. Fales and Mr. Schricker commented and <br /> replied to questions concerning the fact that the proposed ordinance <br /> is based on Penal Code provlsions, whether the permit should be for <br /> an indeterminate period or renewable annually, the fact that only <br /> non-proftt organizations are permitted to conduct the games and they <br /> must renew their status annually or face a large civil fine, the <br /> purpose of the perm�t to insure that organizations qualify and are <br /> identifiable, the fact that the $10.00 permit fee is expected to <br /> cover cost of issuing the permit, and whether the hours when Bingo <br /> is permitted are too long <br /> Vice Mayor Barrett invited anyone else present who wished to speak <br /> to do so. No one present wished to speak. <br /> MOTION Title having been read, Councilman Rhodes introduced the <br /> following ordinance and moved, seconded by Councilman Biagi, its <br /> approval for first reading. <br /> AN ORDINANCE ADDING CHAPTER 8.A TO THE CODE OF THE CITY OF <br /> REDWOOD CITY RELATING TO THE CONDUCT OF BINGO GAMES FOR <br /> CHARITY <br /> AMENDMENT Councilman Bury moved, seconded by Councilman Vega, that <br /> ' the following amendments be made. <br /> 1 Section EA 6 Permit Fees - add "renewable annually." <br /> 2. Section 8A 10 Hours of Operation - change "8 o'clock a.m." <br /> to "12 o"clock noon" <br /> City Attorney Schricker advised that he would make a drafting amend- <br /> ment in "Section 8A 7 Records Required" to indicate that books and <br /> records shall be open for inspection to designees of the Chief of <br /> Police also. <br /> In response to question suggesting use of evidence of tax-exempt <br /> status instead of a certificate from the Franchise Tax Board in <br /> order to prove the status of the organization applying for a Bingo <br /> permit, Police Chief Bold advised that it is preferable to require <br /> specific documents and avoid disagreements as to what might be evi- <br /> dence of status. <br /> The amendments were adopted unanimously by voice vote.
