Memorandum from Mayor Barrett re request support of AB 3077 <br /> (Fazio), Local Energy Conservation Programs <br /> MOTION Councilman Biagi moved, seconded by Councilman Leipzig ' <br /> to support Assembly Bill 3077 (Fazio) relating to Local Energy <br /> Conservation Programs and to so advise the appropriate members <br /> of the State Legislature <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 78-109) <br /> 2 Petition signed by approximately 95 residents <br /> on Edgewood Road calling attention to increased <br /> traffic problems and requesting corrective action <br /> There being no ob,7ection, Mayor Barrett referred the sub�ect <br /> petition to staff for report and return to Council. <br /> (memo 5/2/78) <br /> Oral Cortununications <br /> Ken Rolandelli 2466 Oregon, Vice President, Redwood City Heritage <br /> Association, stated his distress at the demolition by the property <br /> owner of two old houses on Main Street at Beech Ne suggested the <br /> houses might have been considered for historic designation because <br /> of their age. Mr. Rolandelli suggested that the City adopt a"90- <br /> day no demolition" requirement with regard to such old buildings so <br /> that prospective buyers for any historic buildings might be sought , <br /> and urged Council commitment to historic preservation <br /> Gladys Woodhams, owner of property at 1018 Main Street, commented <br /> concerning her understanding of the events relating to the demolition <br /> of the two old buildings Mrs Woodhams urged adoption of an ordi- <br /> nance which would establish a permanent historic comm�ssion of <br /> knowledgeable persons with power to review all historic preservation <br /> in the City and the adoption on an emergency basis of an ordinance <br /> which would prevent property owners from demolishing any structure <br /> which might be eligible for historic designation in order that more <br /> appropriate disposition of such structures might be attempted to be <br /> made. Mrs. Woodhams recommended the historic preservation programs <br /> of the cities of Valle�o and Santa Cruz <br /> Discussion followed and City Manager Fales and City Attorney Schricker <br /> commented and replied to questions concerning the cost to the City <br /> of staff and other support for such a commission, the fact that the <br /> City has had an Historic Landmarks Task Force and there is an His- <br /> torical Element in the General Plan, the possibility of amending the <br /> scope of responsibilities of the Civic Cultural Commission to in- <br /> clude historic preservation, the concerns of the Task Force for <br /> safety of the public with regard to restoration for commercial pur- <br /> poses of certain older buildings, and the possibility that the <br /> appropriate source for funds for historic preservation might be ' <br /> those organizations already established for that purpose <br /> In response to request from a member of the audience, Mayor Barrett <br /> read the letter of April 24, 1978 from Edward S Tuite, of Pacific <br /> Coast Developers, the seller of the Main Street properties, to the <br /> purchasers, Williams and Furner, authorizing demolition of the two <br /> Reg Mtg -9- <br /> 5/i/78 <br />
