Roll Call Councilmen present Biagi, Bury, Chandler, Leipzig, Norris, Rhodes and Mayor Barrett Councilmen absent None Officials and staff present City Manager Fales, Assistant City Manager Smith, Oirector of Finance Ference, City Clerk Hildebrand and Public Works Director Pusich, Planning Director Schroeter, Parks and Recreation Director Weeks, Chief Building Official Gyselbrecht, City Librarian Vollmayer, Buildings and Transportation _ Director Balsamo, Police Chief Bold, Fire Chief Keller ' General Discussion - Recormnended Annual Bud et - 1978-79 Mayor Barrett announced that the purpose of the session is for Council to review the recommended Annual Budget for 1978-79 with staff Mayor Barrett said that anyone who wishes to speak regarding any item under discussion should indicate the desire to do so by raising his hand to be recog m zed, noting that comment w�ll be limited to residents and property owners of Redwood City. Cit Mana er Fales advised that the official � Y 9 public hearing on the u budget will be held in June and will be advertised according to Charter requirements He noted that a public hearing will be held on the Revenue Sharing portion of the Budget on May 20 He advised also that an alternate budget is being prepared for consideration in the event Proposition 13 passes, but pointed out that the City Manager is required by Charter to submit a recommended annual budget to Council in May for the forthcoming fiscal year based on the 1aw as it exists at that time. Mr. fales noted that if necessary, a study session should be held to review any alternate budget and, also, another public hearing on the proposed use of Revenue Sharing funds will be necessary It was tentatively suggested that if a secund public hearing is required on those funds, it could be held preceding the regular Council meeting on June 20 Mr Fales stated he would consult with Council regarding June meeting dates ' � Mayor Barrett pointed out that the recommended Annual Budget for 1978-79 includes a recommended $0 20 tax rate decrease He also __observed that Council met in an all day prel�m�nary study sess on February 6, 1975 to consider the budget before preparation comraenced.
