The parking <br /> enforcement person is needed to keep up with the increased load <br /> of parking in the central business district. He advised that the <br /> City �s working in cooperation with the County in an attempt to <br /> improve the parking situation by having more offstreet parking <br /> for County employees. <br /> Mr. Fales advised that the budget included equipment for the <br /> additional police officers and the first year of a staged County <br /> program wherein police radios will be changed from VHF to UHF <br /> In response to question regarding consideration of use of public ' <br /> service officers to function in areas where they could relieve <br /> police officers of administrative duties, Police Chief Bold ad- <br /> vised that studies have been made which indicate that officers <br /> can be relieved from certain administrative work, but that that <br /> kind of position does not really replace the police officer, <br /> although it can be helpful, if it is an additional position. <br /> MOTION. Councilman Norris moved that the Police Department provide <br /> an alternate program for Council to permit evaluation of the con- , <br /> cept of public service officer with regard to administration, <br /> manpower and cost. <br /> The motion died for lack of a second. <br /> Discussion followed concerning whether there might be any vaiue in <br /> considering combining the police and fire services into a public <br /> safety department <br /> MOTION Councilman Norris moved, seconded by Councilman Chandler, <br /> that a study be developed for review by City Council in order to <br /> evaluate the concept of combining the Police and Fire Departments <br /> Discussion followed concerning whether or not studies on the sub�ect <br /> might not already be available, the fact that consideration is • , <br /> presently being given to the feasibility of establishing a con- <br /> solidated fire service in the County; whether the matter �s perti- <br /> nent to the Budget before Council at this time, the fact tha: such <br /> Budget Study ' <br /> 5/6/78 <br />
