Mayor Barrett commended staff for the well presented program budget and noted that Council w�ll review the programs in the order presented PUBLIC SAfETY (pp. 9-18) ' LAW ENFORCEMENT ` ADMINISTERING LAW ENFORCEMENT LAW ENFORCEMENT AUXILIARY SERVICES PATROL SERVICES CRIMINAL INVESTIGATION LAW ENFORCEMENT TRAINING City Manager Fales noted that three full-time positions have been added including two sergeants and one parking enforcement person He stated that the sergeant positions will be added to the Patrol Division and bolster the investigative function. The parking enforcement person is needed to keep up with the increased load of parking in the central business district. He advised that the City �s working in cooperation with the County in an attempt to improve the parking situation by having more offstreet parking for County employees. Mr. Fales advised that the budget included equipment for the additional police officers and the first year of a staged County program wherein police radios will be changed from VHF to UHF In response to question regarding consideration of use of public ' service officers to function in areas where they could relieve police officers of administrative duties, Police Chief Bold ad- vised that studies have been made which indicate that officers can be relieved from certain administrative work, but that that kind of position does not really replace the police officer, although it can be helpful, if it is an additional position. MOTION. Councilman Norris moved that the Police Department provide an alternate program for Council to permit evaluation of the con- , cept of public service officer with regard to administration, manpower and cost. The motion died for lack of a second. Discussion followed concerning whether there might be any vaiue in considering combining the police and fire services into a public safety department MOTION Councilman Norris moved, seconded by Councilman Chandler, that a study be developed for review by City Council in order to evaluate the concept of combining the Police and Fire Departments Discussion followed concerning whether or not studies on the sub�ect might not already be available, the fact that consideration is • , presently being given to the feasibility of establishing a con- solidated fire service in the County; whether the matter �s perti- nent to the Budget before Council at this time, the fact tha: such Budget Study ' 5/6/78
