� 6� <br /> ' The motion carried by ma,7ority voice vote which Mayor Barrett <br /> determined to be 5-1 (MINUTE ORDER NO 78-160) <br /> City Attorney Schricker noted that it is not Council intent to breach <br /> the agreement with the San Mateo County Convention and Visitors <br /> Burear�, but that the City may be unable to perform ' <br /> John Murphy, 421 Luff Lane, suggested it might be prudent to be <br /> certain that anyone affected by bud9et amendments is present when � <br /> the changes are considered It was pointed out that the public hear- <br /> ing on the budget will be held on June 19, 1978. <br /> (Council recessed from 10 40 to 10 55 p m) <br /> Pol�ce Department (pp 13) <br /> C�ty Manager Fales advised that the proposed reduction is of three <br /> vacant pos�t�ons, so that the budget is at the 1977-78 level in <br /> the Police Department. Mr. Fales referred to tRe memorandum from <br /> Chief Bold dated June 12 and commented concerning the proposed <br /> County Staff reductions in the offices of the District Attorney, <br /> the Sheriff and the Coroner which will affect the City's Police <br /> Department <br /> Chief Bold commented and replied to questions regarding the likely <br /> impact on the City of service reductions the County is expected to <br /> make, especially with reqard to laboratory services. <br /> Mr Fales and Chief Bold commented concerning the present work of ' <br /> the Police Department executive staff on manpower deployment and de- <br /> partment organization, noting that what many members of the public <br /> and some police employees perceive to be effective law enforcement <br /> frequently is not, particularly with regard to visible patrols and <br /> response time. <br /> In response to question regarding possible elimination of the Police <br /> Clerk positions, Chtef Bold advised that the business office would <br /> be closed more often, but there would be no change in emergency <br /> services. <br /> It was suggested that some substantial cuts might be made with regard <br /> to the City's paying crossing guards, and Councilman Rhodes, Council <br /> representative to the City/School Liaison Committee, advised he will <br /> bring up the matter at the next meeting of the Committee. <br /> Fire Department (p. 14) <br /> City Manager Fales indicated there is a slight decrease in the budget <br /> which results in the department being operated at the 1977-78 level. <br /> He commented concern�ng the desirability of erasing boundary lines <br /> between �urisdictions in the South County with regard to responding <br /> to fires, noting that Woodside, Belmont and Menlo Park now appear <br /> interested in �oining Redwood C�ty in such an effort, but that San <br /> Carlos has not yet indicated an interest in participating Mr. Fales � <br /> observed that fire districts are in a desperate situation since they <br /> are entirely funded by property taxes <br /> Budget <br /> Study -6 Budget <br /> 6/13/78 Study <br /> 6/13/78 <br /> 1 <br />
