t���•`el � <br /> MOTION Title having been read, Councilman Barrett tntroduced the <br /> following resolution and moved, seconded by Councilman Rhodes, its <br /> adoption with paragraph (b) changed to read "That a Homeowners' <br /> Association be established and maintained ". <br /> ' RESOLUTION NO 7588 CONDITIONALLY APPROVING APPLICATION FOR ' <br /> PLANNED DEVELOPMENT PERMIT RELATING TO REAL PROPERTY IN THE <br /> VICINITY OF PENINSULA PARKWAY AND MARLIN DRIVE IN THE CITY <br /> OF REDWOOD CITY <br /> Discussion followed and tt was pointed out that prospective home- <br /> owners in the development make their choice as to whether or not <br /> they wish to live in a development where they will be required to <br /> maintain private streets at the time they decide whether or not <br /> to purchase a home <br /> The resolution as amended was adopted on the following roll call , <br /> vote <br /> Ayes Councilmen Barrett, Bia9i, Bury, Rhodes and Mayor <br /> Lei pn g <br /> Noes Councilman Norris <br /> (MINUTE ORDER NO 76-112) <br /> Proposed Historic Landmarks Element � <br /> of the General Plan <br /> In response to question, City Clerk Hildebrand reported that the <br /> � Affidavit of Publication of Notice of Hearing regarding the pro- , <br /> posed Historic Element of the General Plan is on file in her office <br /> and that a written communication was received from Nita R Spangler, <br /> 970 Edgewood Road. <br /> MOTION: Councilman Barrett moved, seconded by Councilman Norris, to <br /> continue the sub�ect public hearing until May 10, 1976. <br /> Discussion followed concerning the fact that it is desirable to have <br /> a full Council present at a public hearing involving an element of <br /> the General Plan, the fact that if the hearing were opened at this <br /> time and some testimony heard, it is generally not possible for an <br /> absent Council member to be rehabilitated and permitted to vote un- <br /> less there is a verbatim transcript of the aroceedinqs: the undesir- <br /> ability of delaying Council action because of the absence of a member <br /> from time to time, and the nature of consideration of an unmandated <br /> proposed element of the General Plan as compared to other more routine <br /> items which may not require a full Council <br /> Discussion continued and City Manager Fales and City Attorney Schricker <br /> commented and replied to questions concernin9 the fact that add�tional <br /> staff work would take place after adoption of the proposed Element, <br /> that standards would have to be created with regard to zoning and <br /> building and certain practical matters considered and possibly amend- <br /> , ments recommended <br /> AMENDMENT TO MOTION In response to request of Councilman Norris, <br /> Councilman Barrett, with the consent of his second, amended the <br /> motion to continue until Mey 10, that a task force be established <br /> -5- <br /> Reg.Mtg <br /> 5/3/76 <br />
