4`'5 0 � <br /> LibrarY <br /> MOTION Councilman Norris moved, seconded by Councilman <br /> Vega,that in recognition of the information received in the <br /> Joint Meeting of the Council and the Library Board today <br /> that:$5;000, from unallocated Revenue Sharing funds be , <br /> allocated to the City Library for the purchase of films in <br /> connection with that Library program <br /> (NOTE: At the Budget Study Session of June 7, Council <br /> deleted $10,000 of Revenue Sharing funds for the purchase <br /> of films from the recommended Annual Budget for 1976-7,7.) <br /> CHANGE OF SECOND Councilman Vega withdrew his second, ob- <br /> ser_ving that since he took office on June 14, 1976 and did <br /> not participate in the Budget Study Sessions, he woul�d <br /> neitlier participate in the discussion nor v,ote on the Annual <br /> Budget for 1976-77. Vice Mayor Barrett then seconded the <br /> , motion. <br /> In r,espon,se to question, City Librarian Vo,llmayer advised <br /> that about 4,200 people are r,egistered borrowers of audio <br /> visual mater�al, but a separate count has not�been kept of <br /> those borrowing films, although it is his intention to do <br /> so in tfie future ' <br /> The motion failed by ma�ority vo�ce vote, Mayor Leipzig <br /> reporting three "No" votes and two "Ves" votes, with <br /> Councilman Vega absteining. ° ' <br /> Request of retirees for improved benefits ' , <br /> In response to question, City Manager Fales advised that in- <br /> quiries have been sent to�the Public Employees Retirement <br /> System asking about costs of the one-time 5% and one-time <br /> 15% increases provided for by the State Legislature and <br /> r'eplies ar`e expected before�tfie tax rate `is `set in August. <br /> ln further response to questions, Mr. Fales stated that it <br /> n impossible even to guess what the cost of the increases <br /> might be, but that since retirement benefits are en'tirely <br /> from the ad valorem tax, th�e rate can be increased for re- <br /> tirement purposes when the amount is known, if it is Council <br /> desire to do so. <br /> Hoover Hansen, disabled retiree of the Police Department, <br /> urged Council to increase benefits to retirees. <br /> Fire Department <br /> Ken Margolies, S.E.I U Local 715 (see above), noted that <br /> the Council has not taken the action he requested to re�n- <br /> state the eliminated position of Clerk Typist II in the <br /> Fire Department and asked how C�ty management will deal <br /> with the workload presently assigned to that position, ` , <br /> City Manager Fales advised that it 7s not usual practice <br /> to discuss plaris to meet any shortage of personnel with <br /> Mr Margolies, observing that Local 715 will be advised at <br /> any time that it is appropriate to do so, noting that'elimi- <br /> nation of the Fire'Department position is a City Council <br /> decision which the Council is empowered to make <br /> -4- <br /> Reg.Mtg ' <br /> 6/21/76 <br />
