f; 4 ,
a recently approved planned development, which had evolved over
many months, and had gone through a number of changes, indicating
the diffi culty in attempting to reduce this to a summation. He
suggested that in such cases, tt might be preferable to establtsh
a procedure whereby the proceedings would be terminated at a given
, point and the process started over. He acknowledged that the idea
of a digest is not impossible
As the discussion continued,it was suggested that a surmnary by the
Comm ssion Members giving their comments might be prepared to be
included with the report in addition to the staff report, that it
would be undesirable to shorten the minutes since they are the
permanent legal record of Commission proceedings
During further discussion, City Manager Fales pointed out that the
Planning Director serves as advisor to the Cormmssion, which in
turn, serves in a quasi-udictal capacity, and indicated that
perhaps a summary prepared by the Planning Director for submittal
to the Commission would be sufficient in most cases for Council
to review, describing what occurred with a particular application,
giving reasons for positions taken by the Commission as a whole.
In the event there is a need to review the matter in more detail,
the information is in the Planning Coimmsston's permanent records
and always available
With regard to a suggestion that one or all of the Commission
members appear at Council meetings involving appeals relating to
decisions of the Commission, City Attorney Schricker indicated that
it would be tnappropriate for them to do so, and that aside from
appeal matters, he recommended personal appearance by the Cormnis-
sioners only on a very limited basis
Dscussion continued regarding the kind of information that would
be appropriate for inclusion in a staff summary, such as the recom-
mendations or action of the Planning Commission, the basic reasons
of the maority, and where there has been a split decision, possibly
the reasons behind that.
Discussion continued relating to appeals and applications for various
permits, and possible establishment of subcorrom ttees to the Planning
Commission to expedite certain routine applications '
Also considered in the discussion was a suggestion of an appeals
board, and it was requested by Mayor Leipztg that staff investigate
and report back to the Council in two weeks regarding establishment
of a Board of Appeals It was also suggested that improvement in
procedures for the handling of subdivisions at Commission and
Council level is needed City Attorney Schricker called attention
to the existing Subdivision Committee, cautioning against duplica-
tion of effort and advising consultation with that Committee be-
fore taking action Mayor Leipzig asked that the staff report also
reflect such coordination (Memo 7/20/76)
, Human Resources Plan
Commission Chairman Murphy advised of concern expressed by the Com-
mission regarding this Element of the General Plan, particularly
-2-
Joint Mtg.
w/Planning
7/19/76
