He acknowledged that the idea <br /> of a digest is not impossible <br /> As the discussion continued,it was suggested that a surmnary by the <br /> Comm ssion Members giving their comments might be prepared to be <br /> included with the report in addition to the staff report, that it <br /> would be undesirable to shorten the minutes since they are the <br /> permanent legal record of Commission proceedings <br /> During further discussion, City Manager Fales pointed out that the <br /> Planning Director serves as advisor to the Cormmssion, which in <br /> turn, serves in a quasi-�udictal capacity, and indicated that <br /> perhaps a summary prepared by the Planning Director for submittal <br /> to the Commission would be sufficient in most cases for Council <br /> to review, describing what occurred with a particular application, <br /> giving reasons for positions taken by the Commission as a whole. <br /> In the event there is a need to review the matter in more detail, <br /> the information is in the Planning Coimmsston's permanent records <br /> and always available <br /> With regard to a suggestion that one or all of the Commission <br /> members appear at Council meetings involving appeals relating to <br /> decisions of the Commission, City Attorney Schricker indicated that <br /> it would be tnappropriate for them to do so, and that aside from <br /> appeal matters, he recommended personal appearance by the Cormnis- <br /> � sioners only on a very limited basis <br /> D�scussion continued regarding the kind of information that would <br /> be appropriate for inclusion in a staff summary, such as the recom- <br /> mendations or action of the Planning Commission, the basic reasons <br /> of the ma�ority, and where there has been a split decision, possibly <br /> the reasons behind that. <br /> Discussion continued relating to appeals and applications for various <br /> permits, and possible establishment of subcorrom ttees to the Planning <br /> Commission to expedite certain routine applications ' <br /> Also considered in the discussion was a suggestion of an appeals <br /> board, and it was requested by Mayor Leipztg that staff investigate <br /> and report back to the Council in two weeks regarding establishment <br /> of a Board of Appeals It was also suggested that improvement in <br /> procedures for the handling of subdivisions at Commission and <br /> Council level is needed City Attorney Schricker called attention <br /> to the existing Subdivision Committee, cautioning against duplica- <br /> tion of effort and advising consultation with that Committee be- <br /> fore taking action Mayor Leipzig asked that the staff report also <br /> reflect such coordination (Memo 7/20/76) <br /> , Human Resources Plan <br /> Commission Chairman Murphy advised of concern expressed by the Com- <br /> mission regarding this Element of the General Plan, particularly <br /> -2- <br /> Joint Mtg. <br /> w/Planning <br /> 7/19/76 <br />
