Mr. Schroeter and Mr. Fales advised <br /> in response that staff had gone through the first year and a half <br /> of tedious work independent of the Planning Commission, but among <br /> the difficulties in that regard included changes in the membership <br /> of the Cormmssion, as well as changes at the State level, revenue <br /> sharing uncertainties, reductions in some of the federal programs, <br /> etc. It was noted this was the third year of participation in ' <br /> the study. <br /> Discusston followed, including comments relating to possible benefits <br /> to not only the City, but County-wide,of involvement in delivery of <br /> social services, that this particular element is not a requirement <br /> in the General Plan; and the fact that one reason for success in <br /> interesting the State in funding the program for the third year <br /> is that the City's studies must be made available to other com- <br /> munities Statements by the Commissioners �ndicated some oppositt�n <br /> to involvement in social service programs at the local level, as <br /> well as expressions supporting such programs <br /> In the continuing discussion, Mr Fales outlined what the studies <br /> are expected to accomplish, noting the numerous agencies all doing <br /> the same things without coordination, that the funding will allow <br /> for a positive effort to determine what role the City should play, <br /> i.e , as broker, catalyst, advisor, direct service, or other. It <br /> was indicated that the Commission has received all the information, <br /> in the form of a draft of the Element, except for a computer cata- <br /> loguing of the 200-some agencies, and that for the first time the <br /> resources are available to provide information on what services <br /> are being provided, which are not, the amounts of money being ex- <br /> pended by the County, what needs are being met, which are being <br /> duplicated, and by whom, etc � <br /> Mr. Fales and Mr Schroeter commented and responded to questions re- <br /> garding the Element, indicating the City would not be directly <br /> involved in the services, but would be in a position to provide <br /> specific advice and information to other governments or agencies <br /> as to what is being done in particular areas of services. It was <br /> also indicated the pro�ect would be concluded by the end of this <br /> fiscal year.
