262 <br /> Wes Wills 1414 James Avenue, stated he believes the staff recom- <br /> mendations will favor speeders on James Avenue, called attention <br /> to the reckless driving habits of some Sequoia High School students <br /> using the street and to the presence of an elementary school <br /> nearby, and suggested stop signs placed on James at Harrison <br /> would reduce speeding <br /> Discussion followed and Mr. Pusich replied to questions and com- , <br /> mented on the residential area speed limits in the City, the <br /> increase in "rear enders" at the Copley/King intersection on <br /> Whipple whtch were anticipated by staff when residents insisted <br /> on an installation of stop signs there; the expert opinion of the <br /> Traffic Engineer that stop signs on James Avenue in the location <br /> suggested by some residents would make the traffic situation worse <br /> rather than alleviate it; the fact that the appropriate indicators <br /> do not suggest that the James Avenue curve warrants reduced speed <br /> limits, the increased enforcement activities of the police with <br /> regard to speeding, and the desire of staff to improve traffic <br /> safety without creating other dangerous situations. <br /> Mary Wills, 1414 James Avenue, admitted that when police were <br /> present to make traffic checks, no problem existed, suggested <br /> Sequoia students are the source of the speeding problem on the <br /> street, and commented on the recent increased use of skateboards <br /> on the street which present new potential hazards <br /> �Doris Dawd� , 1315 James Avenue, referred to her statement of <br /> anuJ ary 26, 1976, �ust distributed to Council and to her most <br /> recent letter dated January 22. She corrmiented on the contents <br /> 'See �a e of those communications relating to traffic on James Avenue <br /> 267 � Mrs Dawdy read a statement attributed to the State Department ' <br /> of Transportation relating to the 85 percentile speed limit and <br /> suggested the possibility may exist that a lower speed limit <br /> could be enforced on James. <br /> Marcia Poncia 408 Alameda, stated that she uses James Avenue <br /> frequently and believes the 25 mph speed limit is too fast for <br /> the area, observing that she believes stop signs on the side <br /> streets will favor speeders. <br /> Discuss�on continued and comment was made that the Department <br /> of Public Works has addressed the problem, made expert studies <br /> and proposed a solution which it is believed will reduce accidents <br /> 90% in the James Avenue area. <br /> MOTION: Title having been read, Councilman Williams introduced <br /> the follow�ng resolution and moved, seconded by Councilman <br /> Barrett, its adoption <br /> RESOLUTION NO 7542 ESTABLISHIN6 STOP ENTRANCES AT INTER- <br /> ECTION OF JAMES VENUE WITH HARRISON AVENUE, AVENUE DEL <br /> ORA, NEVADA STREET, INNER CIRCLE DRIVE, HARDING STREET, <br /> 'I AND ST FRANCIS STREET, AND AT THE INTERSECTION OF RUBY <br /> STREET WITH ST.
