Compensation for Overtime. It is proposed to rescind the amendment <br /> dated Deceraber 1, 1941, crhich provided for compensatory time off and provide <br /> ir. lieu of it the following: ' <br /> Amendment to 3ection 1 of Rule XI: 4�hen an employee, due to emergency <br /> or essential service, is required to ovor'.s overtime, credit ahall be given for <br /> such time and a correspondin�; leaue be allov�ed to compensate for suoh service. <br /> At the option of the employee, sucr. lea.ve may be tranaferred to the ernployee's <br /> vacation time account in an amount not to exceed tvaelve days, provided such <br /> additiona.l lea.ve is scheduled with the approval of the Department He,ad and the <br /> Personnel Officer. Accumulated overtirne not transferred to vacation time <br /> shall be tot�.led at the end of each quarter and compensatory 12ave therefor <br /> shall be granted and shall be accepted during the following quarter, If, due <br /> to extraordinary circumstances, compensatory time can not be granted during' � <br /> the quarter following the quarter following the qua.rter in which the overtime <br /> wa,s accwr.ulated, the employee sha.11 be paid in .cash. If, in the opinion of <br /> the Personnel Officer, the circwnstances under which the overtime work rovas <br /> performed, such as extremely difficulty or hazardous work, warrant special <br /> consideration, the employee shall be compensa.ted therefore in cash. <br /> 5. Change the second sentence of Section 8 of Rule VIII to rea.d as , <br /> f ollows : <br /> This list of eligibles �hall be used in making certifications to vacar- <br /> cies and sha.11 continue in effect for a period of one year unless the Person- <br /> nel Officer, upon tne advice a.nd recommendation of the Board of Reviei^r, shall <br /> abolish the list for reasons of inadequacy or other reasens consistant with <br /> the rules of inerit and cornpetence. :'iith the approval of the Board of Revierv, <br /> such lists ma.y be continued in eYfect for an a.dditional period of one year, <br /> 6. The petition had onlz,� one <br /> valid signature, the rest being t�rped. There tivas some discussion as to whether <br /> tiiis could be accepted as a bona fide petition. City Attorney rRcCarthy ad- 1 <br /> vised it was up to the discretion of the Council as to whether it desired to <br /> go ahead with the i;n,orover.nents. City Ma.na?er Blo:n adVised that an opportunity <br /> to hear protests vvould be had at the time of the ado�tion of the resolution <br /> of intention ��;hicn would not be prepared until the plans and specifications <br /> were prepared. Zt �as tne general opinion of the Council tha.t inasr�uch as the ' <br /> petition for the improvements originated N�ith the property oti�ners in tha.t <br /> section, the Council v�as inclined to abondon the whole project due to the <br /> reaction of the opponents to the imnrovements. Councilman Britscngi asked if <br /> the Council ti��ould be liaole for street repairs if the project aeere abandoned. <br /> City Attorney t��cCa.rth_� advised that there would be no obligation on the part � <br /> of the Council to do any repair �rork.
