In answer to Mr. Dunn's inquiry as to whether �: <br /> there v:ould be a time lirnit this variance tivould be allowed, City Attorney <br /> Iv?cCa.rthy advised that plans of the buil-ding should be submitted within a <br /> reasonable time for the approval of the Council as being appropriate to the <br /> surrounding-property, He further explained that the property would remain � <br /> in the second resideatial district a,nd that no construction coul.d be <br /> started until pla.ns had been approved by the Council. Councilma.n Britschgi <br /> moved,, seconded by Councilma,n 4Verder, that, aubject to approval of plans <br /> and specifications by the City Council with the assurance tn�.t if they meet <br /> with favor, there wi11 be granted a varia,nce for the use of Lots 21 and 22 � <br /> , Block 3, Redivood Hi�hlands. Motion passed with Councilman Granger voting <br /> , in the negative. <br /> Communication was received from City Mana.ger Blom advising that City Clerl� Dodge <br /> was to be absent fro*.ri the office for a. vacation.v�hich will necessitate his <br /> being ab�ent frotn the city on the date of the next Council meeting. 6�hile <br /> in the East, �r. Dodge will attend a four day conference of the Municipal <br /> Finance Officers Association in Richmond, Uirginia, which will be bene- ' <br /> ficial to the city, It tivas the recommendation.of City b4anager Blom that <br /> the city part of the expense of this portion of A,ir. Dodge's trip. He ad- <br /> vised that funds were availa.ble in this year's budget. It was his opinion <br /> that the expense would be about ��,C150 and not to exceed �200. Councilraan <br /> 4°7erder moved, seconded by Cour.cilman Arrnstrong, that reco�rnendation of the <br /> City �3anager be accepted. Downs, � <br /> Robert Dovms and 114ilton Hinds requesting one hour par'�ing limit on James ` <br /> Avenue from E1 Camino Rea,l to tl:e Southern Pacific Station, with the south <br /> side for parallel pa.rkin�. City Pdanager Blom recommended tha.t parallel <br /> parking be esta'olished on both sides of tne street due to the width and <br /> that the street be marked £or parking to the bridge near the Southern <br /> Pacific Sta.tion. Councilma.n Armstrong moved the request be gra.nted for one . � <br /> hour parking on both sides of James Avenue, the street to be marked for <br /> pa.xallel parking on both sides up to the bridge near the Southern Pacific <br /> Station from E1 Camino Real. The motion wae seconded by Councilman 1!lerder <br /> and passed unanimously. � � <br /> Cornmunication w�s received from the Ha.rtford Fire Insurance Company addressed to <br /> Teddy Lawnan, the city's insurance agent, advising that the city�s fire <br /> insurance coverage ehould be increased to meet present d��y va,lues. The <br /> amount has not been adjested since 1942 and it rras felt that the coverage <br /> was not sufficient. Councilman Vlerder moved the City Manager be instructed � <br /> 6 �� <br />
