C1ty Manager Blom <br /> suggested that no more permita be issued after July 15th and that all those <br /> holding permits be asked to regiater within thirty days after the adoption <br /> of the.ordinance. Councilman Granger moved, seconded by Councilma.n Brit- ' <br /> schgi, that the City Attorney submit an ordinance expreaeing the wiehes of <br /> the Council at the next regular meeting. A roll call vote was requested <br /> and the following vote recorded: Ayes and in favox of the motion: Councll- <br /> men Britechgi, Granger, McNulty, Swift, Werder a.nd Mayor Hilton. Noea and <br /> againet the motion: Councilman Armstrong. <br /> City Manager Blom advised that the matter of the Rice Abatement proceedings had � <br /> . been carrfed on the agenda to allow him to contact Mrs. Rice to confirm the <br /> Council�s understanding that ehe had more or less discontinued the renting <br /> of rooma in her home and that ehe was offering her house for eale. Mre. <br /> Rice replied that ahe wiahed to 000perate with the Council and would abide <br /> by any decision they made, however, she still had more than two paying <br /> guests in her home. Councilman Armatrong was of the opinion that if she <br /> vcas allowed to continue to operate a rooming house, she sbould be granted a ' <br /> legal right to continue for a certain length of time. He asked if there <br /> was any means by which the Council Could grant her a permit for a certain <br /> length of time without rezoning the property. City Attorney McCarthy ad- <br /> vised that it would be neceesary to amend the ordinance inasmuch as Mre, <br /> Rice was located in the firat reaidental dietrict, In answer to Councilaran � <br /> Armstrong's query rega.rding the variance permit granted at the corner of <br /> Brewster and Arch, City Attorney McCarthy etated that was a permanent per- � <br /> mit and that public notices had been sent out to adjoining property owners, <br /> Councilman Britschgi believed that inaemuoh as Mrs. Rice was willing to <br /> coopera.te with the'Council he believed that the City Attorney should be in- <br /> etructed to continue the abatement proceedings in the hopes that the hovsing <br /> ahortage vrould be relieved ehortly. This opinion was shared by several of ' <br /> the councilrnen. Councilman Granger moved, seconded by Councilman 'Nerder, � <br /> that the Rice Abatement Proceedings be carried on the agenda for the second <br /> meeting in September. Motion passed unanimously. <br /> A map was presented showring the property necessary t'o acquire to conatruct a , <br /> etreet in the rear of Main Street between Broadway and Middlefield Road, <br /> Councilman Armstrong offered resolution authorizing condemnation proceedings, <br /> biiddlefield Road to Broadway in the rear of �:ain Street, and moved 3ta adop- <br /> tion, seconded b,y Councilman Granger. Under the queation, H. H. Weiner ap- <br /> peared and protested the Condemnation proceedings, etating that a client of <br /> his had purchased a piece of property in this location and had obtained a • <br /> . � � <br />
