Acceptance of Final Map: Mr. Ra,y Tofanelli, with Mr, <br /> Davenroy, presented the original filed�map of Eaton Avenue Villas, pointing <br /> out location of water and sewage line. Mr. Tofanelli stated that moet of <br /> the property had already been sold by metes and bounds; that it vuas never the <br /> � intent of the developere of this area to divide the lots into small parcels, <br /> and t:he smallest parcel to have been sold is 80 by 150 feet; that former <br /> i �� '- <br /> City Manager Mead had approved the plan to tie the water and aewage syetem <br /> of this subdivision into the City systems when he saw the map shortly before <br /> his resignation; that five mottths elapsed before City Manager Blam:. wae <br /> installed in office and had an opportunity to examine the plans of Eaton <br /> Avenue Villas. , <br /> ' Mr. Davenroy atated that the street in Eaton Avenue Villas which does not <br /> meet minim wn epecifications was installed before the area was annexed. He <br /> stated tha.t curbs and gutters would not be appropriate in the area because <br /> of its rural character, and that Eaton Villa Place, the sub-sta,ndard street <br /> in question, is itself a relative cul-de-sac and not a highway. Mr. Daven- <br /> roy asaured Mayor Hilton that the property owners in Eaton Avenue Villa <br /> wished to keep the area rural. �r. Tofanelli pointed out, on the original <br /> • map, that curbs and gutters might lead to water draining down the street ar.d <br /> accwnulating at the base of t�he street. Councilman Granger raised the <br /> question of the propriety of filing a second map of Eaton Avenue Villas with <br /> a map already on file, and asked if the first map would not have to be <br /> abandoned before a second was filed, City Attorney McCarthy said that the <br /> ' new map might be filed as an amendment to the original. <br /> There was discussion as to whether or not the sub-standard street met the <br /> needs of the property owners which it served, b4r. Tofanelli pointed out <br /> that in view of the light traffic, it wae perYectly satisfactory, and that <br /> the usual method of petition for street improvemente could always be resorted <br /> ' f to in the future if at any time they were thought to be necessary. Council- <br /> man Granger eaifl that vrhile special provision might be considered for thie <br /> area in viev: of the circumstances, the Council ahould formulate a conaia- <br /> tant policy in regards to exceAtions from the subdivieion ordinance. <br /> City Engineer i reported tnat the road ai present does not conforrn to min- <br /> • imwn city standards and that ne u¢ould not want tne city to assume responsi- <br /> bility for tiie r�aintenance oi a street of subatandard structure, Mayor ; <br /> � <br />
