Tnere svas a great deal of discussion in regard to this point, <br /> , some of the councilmen being eunwilling to force a man with only one cab to <br /> establish a businesa office. Chief Collins was onposed to the Chief of <br /> ' Police being designated to allot parking spaces, being of the opinion that <br /> ehould be Teft to the Traffic Study Committee. Councilman Arrnstrong offered <br /> introduction of the ordinance with the amendment to 8ection 2, Subsection a, <br /> paragraph 1, providing for name and address of applicant, establisned place <br /> of business subject to being located in the �ousiness district, including <br /> , curb space for cab, and also that the license fee be set at �25.00 per cab. <br /> The motion was seconded by Councilman Fletcher.' Councilman Britscagi <br /> offered an amendment to the motion so that the Chief of Police shall desig- <br /> nate curb space subject to the approval of the Council. Tne motion uuas <br /> seconded by Councilman McNulty. A roll call amendment to the <br /> � motion was ae follows: Ayes and in favor of::the amendmentc Councilman <br /> Britaohgi, McNulty and Mayor Hilton, Noes and against the amendment to the <br /> motion: Councilmen Armstrong, Fletcher and Granger. Councilman Granger <br /> changed hia negatiye vote to the affirraative. . The introduetion of the <br /> ordinance as amended pasaed unanimously. <br /> City Attorney McCarthy advised the Council that the camp wagon on property at <br /> 154 Opal Street nad been removed and tnat abatement proceedings could be <br /> ' dropped, <br /> City 4�anager Blom reported on proposed improvemente to Heech and Lathrop 3treets. <br /> He advised that Lathrop Street wae in need of resurfacing and annor coat, <br /> The cost of improving ihis atreet frocn E1 Camino Real,to Beech Street was <br /> esti�nated at �p3,100 including �vro portiions of new curb and gutter,. If <br /> placed on an assessment basie, the average assesement avould be �1.60 per <br /> front foot. In regard to Beech Street, the estimated cost of scariFying, <br /> • reshaping, new base material,. armor coat was placed at ten cents per aquare <br /> foot or �5400 for five blocks. Councilman Arcnstrong moved that.the proper <br /> :administrative o£ficials be instructed to prepare a preliminary resolution <br /> of intention to improve Heech and Lathron Streets, Councilman McNulty ob- <br /> jected to proceedings being instituted on Lathron 3treet. Councilman <br /> Britscngi moved, seconded '�y Councilman Armstrong that proceedings be <br /> ' inatituted with respect. to Beech Street from E1 Camino Real to Stambaugh <br /> 9treet, Motion passed unanimouely, <br /> Street Superintendent Pfinter stated that Lathrop Street.cras definitely in <br /> need of major repaira to whicn City Manager Elom agreed and did not believe <br /> ' it could be repaired for less than the �3,100 estimate. Mayor f?ilton <br /> aeked if repairs could wait until July and provide for them in the next <br /> budget. City Manager Blom advised thie could be done, Inasmuch as there <br /> wae some question as to tne responsibility,of paying for the repairs on this <br /> street, Councilman Britschgi moved, seconded by Councilman b'letcher, that <br /> � the matter be placed on the agenda and a report be had from the City Manager <br /> \ <br />
