City B�a.nager Blom advised that the origi- <br /> nal petition did not include 50°� of the property otivnera of the whole area ' <br /> but that these property ovmers were mostly in the eastern part of the area, � <br /> He had requested tne petitioners to obtain more signatures but the petition <br /> had been returned without any additional signatures. Mr, Scafidi, a resi- <br /> dent of Hess Road, advised that ne had been unable to secure 50% of the <br /> property ownere on Hess Road to sign his petition. `City H�anager Hlom ad- • <br /> vised that 3uperintendent of Scnools Andrew Spinas was desirous of having <br /> Hess Road continued to Poplar Avenue to allow children to get through to <br /> eahool. Councilman Britschgi moved, seconded by Councilman Granger, that <br /> post card notices be sent to property owners in the whole area including <br /> Hess Road adyising that the matter will be heard at the next of the <br /> - Council and providing for post''card voting, The motion passed unanimously, <br /> Znasrnuch as a letter from the American Trust Comnany in regard to the Holder sub- ' <br /> division was located, Councilman Fletch a,moved, seconded by Councilman <br /> Armstrong that the motion nolding this matter over to the adjourned meeting <br /> of DHarch 11 be rescinded. Motion passed unanimously. The letter f•rom the <br /> American Trust Cornpany assured that it held �6000 which had been deposited <br /> by David Holder and which it vrould continue to hold until the coinpletion of <br /> public improvements reo,uired by the City Council and�the acceptance thereof <br /> in an extension of Poplar Avenue, through Lot 53 and a portion of Lot 54, <br /> Reese 9ubdicision of l9ooster, ��Yhitton and Montgomery 3ubdivision of Redwood • <br /> Farm: �It provided that the uvork will be done in accordance cvith city speci- <br /> ficationa and subject to the accepta.nce of the city. It was understood that <br /> reasonable progress payments may be made to the contractor upon certification <br /> by the City Manager tha.t such paymente are appropriate, provided, that $�1500, <br /> or one-qua.rter of the•contract price, whichever is larger, shall be neld by ' <br /> the bank until thirty-five daye after cor�pletion and acceptance of public <br /> improvements by the city. After being assured by tne City �anager and City <br /> Attorney that the letter met all requirements, Councilman Armetrong moved, <br /> seconded by Councilman Anderson, that the final map of David Holder�s ' <br /> Poplar Subdiviaion be accepted.
