Section Si. Section 25.8.3 is hereby added and shall read as follows: <br /> <br /> "Section 25,8,3 Pedestrian-oriented Use. A use which is intended <br /> to encourage walk-in customers and which generally does not limit the <br /> number of customers by requiring appointments or otherwise excluding <br /> the general public. A pedestrian-oriented use may suggest or require <br /> appointments for services when primarily for the convenience of the <br /> customer, such as reservations with restaurants, beauticians, or <br /> optometrists to avoid being turned away due to unavailablility." <br /> <br /> Section 62. Section 25.8 is hereby added and shall read as follows: <br /> <br /> "Section 25.8,4 Pedestrian-oriented Design. <br /> a. Each commercial structure required by the Zoning Ordinance to be <br /> designed with pedestrian orientation shall incorporate the following <br /> design elements in a minimum of seventy percent of the building <br /> fa(;ade at the street frontage at the ground floor level: <br /> 1. Articulated facades at the ground floor street frontage, which may <br /> include, but not necessarily require, such measures as indentation <br /> in plane, change of materials in a complimentary manner, sensitive <br /> composition and juxtaposition of openings and solid wall and/or <br /> building frame and projecting elements such as awnings and <br /> marquees to provide shade and shelter; <br /> 2. A minimum of sixty percent of the fa(;ade below a height of eight <br /> feet shall be visually transparent into the building or provide a <br /> minimum depth of three feet for window merchandise display. A <br /> building may have no more than twenty feet of continuous linear <br /> street-level frontage that is opaque. No merchandise storage, <br /> which blocks the view of the interior of the building, shall be <br /> allowed in the storefront windows; <br /> 3. Signage shall be oriented and scaled to the pedestrian; <br /> 4. Exterior lighting shall be provided for a secure nighttime pedestrian <br /> environment by reinforcing entrances, public sidewalks and open <br /> areas with a safe level of illumination which avoids off-site glare; <br /> 5. Structures that contain commercial or other pedestrian-oriented <br /> uses shall have a minimum of one public entrance at the ground <br /> floor address frontage and shall minimize the number and width of <br /> driveways from the street frontage. Public entrances at the street <br /> frontage shall be accessible to the public during all hours the <br /> business is open. <br /> 6.
