TASKS <br /> County will assist the City to comply with the MRP's requirements for Indusirial and <br /> Commercial Site Controls (Provision C.4); Illicit Dischazge Detection and Elimination (Provision C.5); <br /> Pollutants of Concern control programs for: Mercury (Provision C.11); Polychlorinated Biphenyls <br /> (Provision C.12) and Copper (Provision C.13); and Exempted and Conditionally Exempted Dischazges <br /> of nonstormwater (Provision C.15) through the following activities: <br /> I. Tazget Facility Inspections <br /> 1. County will inspect the following Tazget Facilities and provide educational outreach at least <br /> every other yeaz, during the five yeaz NPDES permit period and during any admivistrative <br /> extension of the MRP's pemvt period or subsequent reissuance(s) of the MRP to: <br /> a. Vehicle Service Facilities (including salvage yazds, repair and auto body shops); <br /> b. Retail Fueling Facilities; <br /> c. Businesses that have Hazazdous Materials Business Plans; <br /> d. Restaurants and Retail Food Related Facilities; <br /> e. Facilities that have obtained coverage under the California Statewide General NPDES <br /> Pernvt for the Dischazge of Storm Water Associated with Industrial Activities <br /> (Industrial General Permit); and <br /> £ Mobile Businesses (Hazazdous Material/Waste and Food Industries). <br /> 2. County will inspect the Tazget Facilities.above, and provide educational outreach annually <br /> _ to all businesses and facilities that meet one or more of the following criteria: <br /> a. Facilities found during the previous routine inspection to be using inadequate BMPs <br /> considering the potenUal for pollutant dischazge. Based on the County hazmat <br /> inspector's Standard Stormwater Facility Inspection Report Form inadequate BMPs aze <br /> those with a total score for Potential for Pollutant Discharge plus BMP effectiveness of <br /> "4 or more." CounTy retail food facility inspectors would need to make a similaz type of <br /> evaluation for retail food facilities. <br /> b. Facilities that during the previous inspection had a non-stormwater dischazge that is <br /> disallowed by the MRP. <br /> 3. County may also supply trained technicians under a sepazate Agreement to the City to <br /> inspect and provide educational outreach on an as needed basis for businesses that aze not <br /> included in the Tazget Facilities above and aze deemed to have a reasonable likelihood to be <br /> sources of pollutanu to stormwater. The types of businesses that the County might not <br /> inspect under this agreement, which merit inspection, are listed in a table prepared as part of <br /> a memorandum from the County Environmental Health — Business Inspection Work Group <br /> dated Mazch 28, 2011 with the subject "Guidance on Annual Process for ldentifying <br /> Businesses and Facilities Needing Stormwater Inspections." This table is included as <br /> Exhibit B. <br /> 6 <br />
