B. - Page 5 <br />BBd ..uu.. <br />BIIV Celifmme <br />l f r.�ra m <br />`wUj(RG 9 6 e WJ0UMe&d <br />ES.1 OVERVIEW <br />The City of Redwood (City) has multiple priorities related to the provision of water service. <br />These priorities compete in their importance, and are also referenced throughout this Water <br />System Master Plan as Level of Service (LOS) Goals. These goals include: 1) maintain reliable <br />customer service; 2) protect public health and operator safety; and 3) provide cost effective <br />projects. Within these objectives, the key issues that the City must address are: <br />• Maintain Reliable Customer Service <br />Providing redundancy to maximize continuity of service <br />Protecting seismically vulnerable infrastructure <br />Maintaining and improving pressures and flows for daily operations <br />Maintaining and replacing aging infrastructure <br />• Protect Public Health and Operator Safety <br />Providing needed storage and pressures for fire protection <br />Maintaining sufficient turnover and water quality <br />Providing adequate supply during emergencies <br />• Provide Cost Effective Projects <br />Ensuring prioritized, systematic program implementation supported by technical <br />evaluations <br />Distribute improvements equitably throughout the City so all ratepayers receive <br />benefits <br />ES.2 WATER SYSTEM MASTER PLAN PURPOSE AND BENEFIT (CHAPTER 1) <br />This Water System Master Plan identifies strategies for maintaining and improving water system <br />service levels for the community aligned with the above LOS Goals; guides capital expenditures <br />for the system; and charts a course for future updates to water rates and connection fees. To <br />accomplish these goals, the following work tasks were performed in this Water System Master <br />Plan: <br />• Evaluating and summarizing existing water system and key system facilities; <br />• Developing water demand projections through 2030, which represents buildout of the <br />City's General Plan; <br />• Establishing a Master Planning framework including developing performance and <br />operational criteria for evaluating the water system and identifying new facility needs, <br />and developing a prioritization methodology to develop a balanced, prioritized capital <br />improvement program; <br />• Developing a calibrated distribution system hydraulic model using the City's <br />geographical information system; <br />WEST Y O S T ASSOCIATES ES -1 City of Redwood City <br />September 2011 Water System Master Plan <br />o \c \369 \06- 09- 01 \wp \mp \052610_OES <br />
