SCOPE OF WORK <br /> DJP&A will prepare an IS that addresses the environmental issues required by the state CEQA <br /> Guidelines and the City of Redwood Ciry's requirements. The IS will include a project description, a <br /> description of the existing environmental conditions, a discussion of environmental impacts <br /> associated with the proposed development (based on CEQA thresholds of significance and the CEQA <br /> Checklist), and identification of proposed and possible mitigation measures. <br /> Up to five copies of the Administrative Draft IS will be provided to the City for review and <br /> comment. DJP&A will revise the Administrative DraR IS based on comments received from Ciry <br /> staff. After revision, an electronic screen check version of the document will be sent to the Ciry for <br /> final approval. Once final approval is received, the document will constitute the IS and a maximum <br /> of 35 bound hard copies and one electronic copy (PDF) will be reproduced and delivered to the City <br /> of Redwood City for circulation to public agencies and the public, and posting on the Ciry's website. <br /> After the public review period, we will respond to comments received on the IS, if necessary. <br /> The IS will evaluate the environmental impacts of the proposed industrial project, focusing on the <br /> following issues: <br /> Transporlation <br /> Preliminary trip generation counts have determined that the existing industrial operations on the <br /> project site generate more traffic trips than the Airgas operations. As such, a full transportation <br /> impact analysis is not required. The IS will address on-site transportation issues based on a limited <br /> traffic analysis prepared by Hexagon Transportation Consultants. The analysis will focus on site <br /> access, circulation, and parking. Mitigation measures will be developed as required to teduce <br /> identified impacts. <br /> Hazardous Materials <br /> The proposed project site is located within close proximity to a residential neighborhood. Given the <br /> nature of Airgas' operations, an analysis of potential gas releases from the site will be prepared by <br /> Belinda Blackre, P.E., R.E.A. A preliminary release scenario of the most significant gas identified at <br /> the facility will be analyzed to determine any potential impact to the nearby residences. The analysis <br /> will be based on inventory data provided by the applicant. If significant impacts aze identified, based <br /> on the technical analysis, mitigation measures will be identified. <br /> Hydrology and Water Qualiry <br /> The IS will describe the existing storm drainage conditions in the project area and will address the <br /> changes in storm drainage conditions from implementation of the project, based upon information <br /> provided by the applicant. The infortnation will include existing and fumre (with project) azeas of <br /> pervious and impervious surfaces and a list of proposed stormwater control measures. Construction <br /> related impacts will also be addressed. Mitigation measures will be identified to minimize significant <br /> hydrological and water quality impacts, as appropriate. <br />
