Electronic Pa ment Exchan e EPX Absorbed Model: <br /> Pure Absorb Model where the City pays all processing fees, nott�ng passed onto t6e customer. <br /> Payment Processor: This model may save the Ciry money ovcr its current Wells Fargo charges and can <br /> bc explored if the City wishes. Electronic Payment Exchange (EPX) is our integrated direct payment <br /> processor. In other words, they process payments for a majority of our EBPP clients direcdy to the <br /> different credit card companies and to the Fed for ACH without going through anyone else's backend. <br /> They are a direct processor, thereby allowing some very attractive processing rates for our customers, <br /> including ensuring that Redwood City would be set up under the Utility Discount Rate if this is <br /> advantageous for you. EPX is a Level 1 PCI DSS certified processor with two secure data centers, onc <br /> in Phoenix and one in Delaware. They also offer and utilize in conjunction with InfoSend their patented <br /> "BRIC" secure encrypted tokenization technology which completely hides and firewalls the financial <br /> vehicle information of your customer. This allows that not even the credit card numbers are stored <br /> within the EBPP solution, but stored securely only within the EPX securc data centers and only an <br /> encrypted token containing an identifier number is stored within the EBPP solution. EPX currently <br /> serves over 2 dozen of InfoSend's EBPP customers under this model. <br /> EPX payment processing fees: <br /> ■ Sct-up: Waived <br /> • Base monthly Account & Reporting fee: $15.00 <br /> ■ With the Utility Discount Rate applicd, credit card transaction (Visa & MasterCard) will incur <br /> these fees: <br /> 1. Flat straight pass through of interchange at the Utility Discount Rate of $0.75 flat <br /> per transaction (or current published rate) from Visa & MasterCard + exact pass <br /> through on assessment from V/MC +$0.20EPX transaction fee per transaction <br /> (includes Buyerwall PCI compliance, eliminating Redwood City from worrying <br /> about PCI compliance on these transactions) <br /> 2. Some card transactions will not qualify for the utility discount rate and will be rated at <br /> norrna► intcrchange (averaging about 2.1 %). In Califomia, wc find that less than 5% of <br /> card transactions don't qualify for the utility discount rate in general, although this can be <br /> plus or minus on a monthly basis. <br /> • Optional Pinless debit transactions are at an even lower rate than the Utility discount <br /> rate. Straight Pass Through on the debit interchange plus $0.20 EPX transaction fee per <br /> transaction (includes Buyervvall PCI compliance). This will generally shave roughly 10-25% off <br /> even the above utility discount rate credit card transaction fees when a customer useless a <br /> debit card to pay their bill. EPX, being a direct processor and due to their robust platform is one <br /> of the few payment processors offering on line pinless debit and its associated lower costs. <br /> • ACH transactions are a flat $0.20 per transaction (NO % fees or other fecs on top of this). <br /> • ACH Returns: $3.50 each <br /> • There are other not common transaction fees for rarc items like credit rescarch and items that <br /> will be in the final contract. <br /> Final Pa ment rocessin contracts will be ne otiated direcd with EPX. <br /> 25 <br />
