Attachment 5
6.1. E. - Page 82
redevelopment area. The DTPP replaces land use and development
regulations previously contained within the Redwood City Zoning Ordinance for
this portion of the City. A Master EIR was also prepared and adopted as part of
the review and approval process. In FY 10/11 staff amended the DTPP to
response to the lawsuit. (Goal 5)
RDA Expenditure During 2010/11: $114,485
7. County Jail Location Alternative (Chemical Way)
The RDA retained consultant services to finding alternative sites for a County
jail. The County considered a number of sites including locations in the
downtown; however, another jail in the downtown would counteract the RDA
and City's investment to revitalize the downtown. A consultant studied the
existing and planned downtown jail sites and the impacts on infill residential
developments. Other consultant tasks include, but are not limited to:
• providing public outreach,
• discussing jail site selection with the County's architect and evaluating
alternative sites in unincorporated San Mateo County,
• retaining an environmental consultant,
• negotiating the purchase price with sellers,
• coordinating CEQA, and
• preparing an Option Agreements and Memorandum of Understanding, staff
reports, tenant relocation cost negotiations, and legal related to possible
acquisition of parcels and planning services for a jail site. (Goal 5).
RDA Expenditure During 2010/11: $472,734
8. Downtown Seasonal Banner and Decorations - The Banner Program
reinforces Downtown as a destination by enhancing and capitalizing on the
sense of place, promoting special events and allowing for the changing of
messages and imagery over time to stimulate interest in the area. The vertical
and horizontal banners have been installed throughout the year on a rotating
basis celebrating special events and the seasons. The Agency funded the
fabrication, installation and removal of the banners. (Goal 5)
RDA Expenditure During 2010/11: $9,082
9. Grand Boulevard Initiative (GBI)
a. EI Camino Streetscape Improvements - The streetscape improvements on
EI Camino Real, between Broadway and Brewster were completed in FY
10/11. The project focuses on enhancing the pedestrian experience and
includes wider sidewalks, additional street trees, new pedestrian-scale
lighting, new tree grates and benches, permeable pavers adjacent to curbs,
bulb-outs to narrow pedestrian crossings, wider medians for pedestrian
refuges and narrowed lanes to slow down traffic.
Page 3
