The gain Study is a comprehensive evaluation of <br />circulation needs arising from the buildout of Redwood Peninsula. The study <br />included .recommendations which r in a transportation plan consisting of a <br />combination of physical highway and surface street irupravernents, as well as a <br />transportation management program to reduce peak period travel demand. <br />(b) The Project Traffic Study evaluates conditions that have changed since the <br />Crain Study was prepared and determines Project .Impacts.. It f nds that the <br />Project will generate equal or less peak hour traffic than was analyzed in the Cram <br />Study, up to .24% less in the morning peak hour and between 14 % to 32 % .less in <br />the afternoons peak hour. It also concludes that Project traffic will contribute to <br />the following cumulative impacts: <br />(1) Intersection impact. at Redwood Shores Parkway/Twin Dolphin. <br />Drive (morning and .afternoon peak hours); <br />(2) Intersection .impact at Redwood Shores Parkway/Bridge Parkway <br />(morning peak hour); :and <br />(3) Change from LOS .D to LOSE in the afternoon peak hour at the <br />westbound to southbound loop off-ramp at the Highway 101/Redwood <br />Shores Parkway interchange. <br />(c) The Project Traffic Study further i dentifies mitigation measures that wi reduce <br />all of these impacts. Impact (1): be rriitigated by widening Redwood Shores <br />Panay to accommodate three through lanes in each direction through the intersection. <br />Impact. (2) can be mitigated by the reconfiguration of southbound Brid a .Parka to <br />g y <br />accommodate two right turn lanes and .a shared through. -left lane, and through the <br />addition of a second eastbound left turn .lane on Redwood Shores Parkway. Impact (3 ) <br />can be mitigated through modifications to the .interchange, including conversion. from a <br />full to partial cloverleaf designand construction of the Measure A- funded auxiliary <br />lanes. - A11 of these mitigation measures were previously identified by the gain .report <br />as .needed finprovements. <br />(d) The Project is only one of many sources that will contribute to the <br />identified traffic impacts. Because these impacts are cumulative, the Project . is not <br />responsible for the total cost of mitigation. Rather, it is responsible for <br />contributing to cumulative mitigation measures. Therefore, the applicant shall be <br />required to participate in a Traffic c Assessment District for the redwood Shores <br />area in order to pay for its fair share of the identif ed inlproven�ents. The <br />applicant also is required to pay a Facilities Fee, which Will contribute to <br />improvements made by the General Irnprvvement District.
