The Development Agreement fturth.er provides that <br />the City may require Flatirons to dedicate or offer for dedication the right --of -way <br />necessary to provide left and right tern lanes into the Project from Redwood <br />Shores Parkway, as well as one through lane <br />(e) The Project applicant will also undertake additional . measures to improve <br />traffic circulation and reduce congestion. Shoreline Drive will be extended, a long - <br />needed improvement that will ianprove traffic circulation within . Redwood Shores. <br />The Facilities Fee will be used for offsite. irnproveme.nts, .including all necessary <br />offsite traffic signals, public roadways and roadway improvements. The Facilities <br />.Fee is described .in detail in the Development Agreement. <br />(f) The Project will participate in and contribute financially to transportation <br />systems management plans to nu*mim ize the amount of traffic generated within <br />Redwood Shores. The Project developer or its tenants will provide a shuttle <br />service to transport employees to and from the nearest CalTrain station. Subject <br />to City approval, this requirement may be replaced by participation in the existing <br />.shuttle service that serves other co lercia l properties .in . Redwood . Shores, The <br />Project will also participate an the County Transportation Management Program. <br />These requirements are stated. in, and will be enforced through, the Development <br />Agreement and Planned .Development Permit. <br />(g) The :addition of Project traffic does not .affect the service level of <br />southbound highway 101, but does change the service level in the northbound <br />direction. However, even with Project traffic Highway 101 Wi11 operate Within <br />the LOS E standard adopted by the San Mateo Congestion .Management Agency. <br />(h) The City's General Plan policy MV-2 :states that the City shall <br />"[p]articipate in formulating and supporting the goals and policies of the <br />Congestion Management Plan for San .Mateo County by cooperating with <br />adjace j urisdictons so as to more effectively deal with traffic congestion and <br />traffic impacts." This regional approach to traffic impact mitigation will help to <br />reduce cumulative traffic impacts. <br />i The design of the Project will encourage pedestrian use and ` `sh the <br />need for automobile trips by establishing common area walkways. These <br />walkways link the larger open spaces to each other, as well as liming the campus <br />to surrounding amenities. walkways extend the existing Redwood shores <br />pathway systems to all major crosswalks, to all new buildings,to buildings <br />outside the site boundaries, to the proposed shopping center, to the Pacific <br />Athletic Club, to public paths that lead to Redwood Shores Lagoon, and to the <br />Hotel Sofitel. <br />_8_ <br />FN'DNGP1.DOC <br />5/30/96.10:5 AM* <br />
