A Use Permit shall be granted only if the ZA/PC makes the <br /> following findings: <br /> 1) That the proposed use will be consistent with the various <br /> elements and objectives of the general plan and any applicable <br /> Specific and Precise Plans, and zoning regulations for the <br /> subject location. <br /> 2) That the proposed use is compatible with surrounding uses. <br /> 3) That the use and its associated structures and facilities will not <br /> be detrimental to the public health or safety, the general welfare, <br /> or the environment. <br /> 4) That the use and facilities will not adversely affect or conflict <br /> with adjacent uses or impede the normal development of <br /> surrounding property. <br /> 5) That adequate public and private facilities such as utilities, <br /> landscaping, parking spaces and traffic circulation measures are <br /> or will be provided for the proposed use. <br /> 6) Other findings required to be made in specific zoning districts as <br /> set forth in the Zoning Code. <br /> C. Findings shall be in writing and shall be based upon substantial <br /> evidence in view of the whole record. <br /> 42.4 - Conditions. <br /> A. The ZA/PC may attach such conditions or requirements, in addition to <br /> those expressly provided for in this Chapter, as the ZA/PC finds necessary <br /> to obtain the objectives and purposes of the General Plan, any applicable <br /> Specific or Precise Plans, the zoning regulations for the area or necessary <br /> to protect adjacent properties or the public interest and to lessen or <br /> prevent any detrimental effect. <br /> B. A Use Permit may be granted for a fixed period of time and shall be <br /> scheduled for a revocation hearing if not renewed prior to the expiration of <br /> that period. <br /> 42.5 — Modifications and Revocations of Use Permit. <br /> A. Upon application of the Permittee, any affected person, or the City, the <br /> Zoning Administrator may hold a public hearing to consider modification or <br /> revocation of any Use Permit. <br /> B. An applicant, except not the City, for a modification or revocation shall pay <br /> the application fee established by resolution of the City Council to <br /> reimburse the City the cost of the modification or revocation process. <br /> C.
