Tbi.~ parallels yearlong figures, in which San Mateo County still lags behind the state <br /> /n the reduction of injury crashes caused by drinking drivers and the number of people hurt in them. <br /> <br /> Arrests, which peaked in 1995 - 1996, are again rising toward that level. <br /> <br /> Increased enforcement and public education are necessary to clOse those two gaps.
