To briefthe police executives in the county before the yea-end campaign on Avoid the 23 and to <br /> encourage them to emphasize DUI enforcement during all campaigns with officers on regular patrols, to <br /> allocate OVertime hours to fo~c~ special teams, 'to conduct DUI checkpoints and to assign extra units each <br /> year of the grant period. <br /> <br />23. To participate in the Bay Area Avoid Steering Committee composed of the California Highway Patrol <br /> and representatives of each county host agency. <br /> <br />24. To conduct an annual DUI Seminar and awards presentation to disseminate DUI infmmation and <br /> enforcement strategies to enforcement agencies.by September 30 of each grant year. The DUI Seminar <br /> · will be 4- 6 hours and will include presentations by ~raffic safety experts (e.g., judges, DOJ, traffic <br /> safeW advocates, NHTSA, etc.). The seminar will have~ an agenda that lists speakers and topics <br /> including the SPeaker and topic during mealtime. The awards presentations will be followed by more <br /> presentations on traffic safety. The primary purpose of the seminar is for dissemination of technical <br /> infoimation that will further the objectives of this g~ant. <br /> <br />Note: Nothing in this agreement shall be interpreted as a requirement, foi,ual or informal, that a police officer <br /> aggect a predetermined number of arrests, or issue a predetermined number of citations in pursuance of <br /> the goals and objectives hereunder. <br /> <br /> METHOD OF PROCEDURE <br /> <br /> · Phase I - Pre Operational Campaign/Enforcement Planning - (October 1 - December 14) <br /> The main campaign and enforcement strategies will be planned and preparations made during this phase. <br /> <br /> The Police of San Mateo County will fom~ an "Avoid the 23 Committee" comprised of representatives <br /> of all' agencies participating in the program and appoint a Commi~ee chair and/or a steering sub- <br /> committee to oversee the project activities, public info~mation campaign, set campaign dates, <br /> enforcement strategies, and develop the operational plan. <br /> <br /> The committee will also procure, using the agency procurement policy, a consultant to act as the Avoid <br /> the 23 Public Information Director (PID). The consultant's services will be conWaeted for aecerding to <br /> the City of Redwood City procurement gUidelines. The PID will conduct the public in£ormation <br /> component, and perfmm program coordination as identified by the Steering committee/sub-committee <br /> members. Steering committee members or the sub-eoramittee will approve the process and the 6hal <br /> decisions. <br /> <br /> The PID will canvass departtnents for campaign plans, including Strike Teams, special departmental <br /> teams, sobriety checkpoints and other events. The PID will gather information for the press kit for the <br /> media and will send out this material. The PID will plan the press conferences, setting up AVOID THE <br /> 23 representatives and will send out media alerts to the press to attend.
