Foust thanked the Port Commission for its hard work, and reinforced the need for a <br />continued dialogue. <br />Council took a break a 1 O-mi'n ute break a t 9.A 02 . m. The meeting resumed a t 9:15 p. m. <br />8. PUBLIC HEARINGS <br />Aft Appeal of an Architectural Permit denying a s tanding seam metal roof proposed for <br />a single- family residential addition at 3705 Brandy Rock Way. <br />Recommendation <br />Uphold the decision of the Zoning Administrator istrator and deny the appeal based on <br />findings provided within the staff report. <br />Charles Jany, Principal Planner, presented the staff report (slide presentation on <br />file). He explained that the texture is the main issue and it how r st considered this ' aff <br />a policy decision. Mr. Jany provided details about the proposed roof and the overall <br />project. <br />The appellant /applicant, D Vuillard E. Fee J r. and Patricia Cunningham, were <br />invited to address the Council. D r. Fee asked that Council accept the requested roof <br />as an architectural and functional element. He asked Council to have a charge in its <br />mindset. D Fee explained the solar panels h plans to install. He shared a <br />sample of the material he wants to use and provided details on it. Ms. Cunningham <br />addressed Council and explained her outreach to neighbors. Eugene Sakai, the <br />architect, who designed the project, spoke about the proposed design and the roof <br />lines as well the overall look and feel of the area. Mr. Sakai mentioned the Frank <br />Lloyd Wright design as one that fits the area. The appellant applicant made <br />comments about other jurisdictions and hoer he finds this to be a reasonable <br />request. <br />Mayor Foust opened the public hearing. There was no public comment. <br />MS Ira/Hartnett to close the public hearing. Motion carried by.unanimous <br />roll call vote. <br />The notification process was discussed and staff clarified that within a 300-foot <br />radius neighbors were notified. Mr. Jany responded to questions by Council and <br />said that the issue is not the color but its appearance... ill Ekas, Planning Manager, <br />provided details on the notification timing. Mayor Foust stated that for future cases <br />the notification to the applicant appellant needs to be improved. Staff explained that <br />an anonymous o s protest was received.
