Council discussed issues related to neighborhood, ood, tl e implications of this proposal <br />and the fact that this is an area where the architectural character is changing. Staff <br />responded to questions about the other elements of the proposal. Council <br />discussed the transition that some neighborhoods are going through, and how the <br />issue of neighborhood cor p ti ility might be challenging. The applicant responded <br />to council questions about the placement of the solar panels. The reflective nature <br />of the roof was discussed. staff expressed its concerns w ith the reflect vIty. Mr. <br />Sakai answered questions regarding the paint finish. The architect Mr. Sakai <br />proposed a condition to address the reflectivity. <br />Mayor Foust stated that it is important to be adaptive and receptive to change. She <br />believes that this house adds some value to the neighborhood and she supports <br />this action. The matter was also referred back to the Architectural Revi ew <br />Committed for a discussion. Staff explained that it will be supportive and act on <br />Council's direction and it work with the appellant app icant to move the project <br />fo rwa rd . <br />I S Hartnett/Bain to uphold the appeal, subject to the condition that the Zoning <br />Administrator review and approve the color of the roof, the finish and that it be non- <br />reflective. <br />Certain council members expressed interest in having a policy on this issue. <br />Council discussed looking at other cities and comparing what is being done there. <br />It was suggested that the Architectural Review Committee be used to look at <br />projects on a case-by-case basis and provide a recommendation. council <br />appreciated being given the choice to make this decision rather than staff. It was <br />mentioned that the house has already been approved and so this is only one part of <br />the whole. council stated that it would like to be ahead of the curve and having the <br />opportunity to make this deliberation tonight. city Attorney Yamamoto clarified that <br />because the texture and color are included in the motion the "non-reflective t5 could <br />be omitted. <br />M S HartnetVlBain to uphold the appeal subject to the condition that <br />the Zoning Administrator review and approve the color of the roof <br />and its finish,, (603) Mo - -023 <br />Motion carries unanimously by a roll call Grote. <br />Dr. Fee thanked the council for its decision. <br />B.
