8. MATTERS of COUNCIL INTEREST <br />A. Legislation (information only) - This ,sub- section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California cities <br />Priority Focus Bulletin No. 1 -2008. Council may direct staff to act on positions <br />taken by Council. (Copies of League of California cities Priority Focus available in <br />City clerk's Department). <br />B. Joint Meeting of City Council and Library Board. <br />Departmental presentation (Library D epartment) <br />Library Director Genesy gave a presentation about this department mentioning <br />accomplishments and highlights. Presentation on file). He spode about programmatic <br />sustainability and how it can be accomplished. Mayor Foust thanked Mr. Genesy for his <br />personal monetary contributions to the project of providing 140 backpacks for needy <br />children. Mr. Genesy spoke about the Redwood Shores Library that will open in late <br />summer 2008. <br />Mayor Foust said that there is still $90,000 to be raised for the Redwood Shores Library. <br />Council Member Pierce thanked Mayor Foust and community member Paula Uccelli for <br />their hard work towards this cause. <br />Council took at fiver minute break at : .rte. The meeting resumed at :2 .m. <br />Mayor Foust provided some context on why the Council is meeting with the Library Board. <br />She was looking for an exchange of information and she said that the Ad Hoc Committee <br />(composed of the Mayor and vice Mayor ) had cone up with the questions. <br />Assistant City Manager Bell facilitated the meeting. <br />The joint session had the following agenda: introductions, overview of the board, <br />conversation on topics /issues and review net steps. Library Commission President <br />Madrigal provided an overview of the board's purpose (based on the Library Charter). He <br />said that library advocacy is also included. <br />Council discussed some of the answers provided and Library Board Member James <br />clarified that the answers were a result of a collaborative effort. The issue of the number of <br />Library members was discussed. It was mentioned that the community had noted to <br />change the tern of service from three years to four years. It was mentioned that a change <br />in the number of Library Commissioners from five members to seven might be discussed. <br />One Board Member said that currently the members are representative of different <br />demographic groups and so they believe there is good opportunity to strengthen the variety <br />by increasing the number to seven. Another fact that was mentioned was that with five <br />members sometimes it is hard to have a quorum. The two bodies discussed if these two <br />additional members would be voting members or advisory members.
