Council discussed age requirements to serve. City Attorney Yamamoto said that staff will <br />take note of the question and provide a follow -up. The issue of a youth voting member was <br />discussed but there was no consensus. The following items were referred back to the <br />Charter Ad -floc Committee: <br />Seven members versus fiver embers body <br />Review the appointment process for the Library Director <br />The topic of term limits care up and the two bodies discussed natural turnover issues. <br />Most of the Library Commissioners expressed that the issue of term limits is a Council <br />decision. City Clerk Vonderlinden was asked to provide historical data on hove many terms <br />limits have board members served for all boards, commissions and committees. <br />The two bodies discussed the appointment of the Library Director and hoer this appointment <br />ent <br />is a Library Board responsibility. One Library Board Member explained that the Board felt <br />included in the last process and the City Manager was included as well. Questions were <br />posed about the historical component of this process versus current practice. One Library <br />Board Member explained that there is respect for input provided by the City Manager during <br />such process. <br />Mayor Foust announced that Council Members will receive a memo offering them the option <br />of receiving all agendas to the various boards, commissions and committees. <br />The Fair Oaks Library was discussed in detail. After some discussion it was suggested that <br />Fair Oaks Council and the Library Board discuss pertinent issues. Mr. Geesy provided an <br />update on current activities that take place at the Fair Oaks Library. Comments were made <br />about the condition of the building. <br />Mayor Foust informed the commissioners present that they can cone and report to Council <br />under the Oral Communications portion of the agenda. she announced that a memo will be <br />sent out reiterating that Council grants to hear from its boards, commissions, and <br />committees. Council Members and Library Commissioners spoke about how pleased they <br />were with the joint session. Mayor Foust also thanked the facilitator for his assistance. <br />The joint meeting endear a t 9:58 p. raw and the Council resumed its seat a t the dais. <br />C. Council Reports on Committee Meetings Attended. <br />1. Council Member Aguirre reported on aftending the Bay Area Water Forum <br />meeting. she spoke about attending a meeting of the C CAG 2020 Peninsula <br />Gateway Corridor study Policy Committee and how there was a universe of Soo <br />alternatives of potential projects for the next phase. Council Member er Aguirre also <br />attended the Redwood City Leadership Academy and there are 41 members in that <br />class.
