�� p�r <br /> 2 Project Summary <br /> The Port of Redwood City is seeking a design-build team to provide final engineering and contracting <br /> services for the Wharves 1 and 2 Replacement Project. The Port of Redwood Ciry is located <br /> approximately 18 nautical miles south of San Francisco in San Mateo County. The Port provides <br /> deepwater access for bulk, neo-bulk, and liquid cazgos. The Wharves 1 and 2 Replacement Project <br /> entails demolition of an eacisting rimber wharF and construction of a new concrete wharf: Additional <br /> project features include construction of a new sea-wall, slope protectioa, demolition of an eacisting <br /> wazehouse, construction of a new longshoreman's building, upgrades to site utilities, and other <br /> general civil site improvements. The wharf is currendy used by CEMEX Aggregates to of�load <br /> aggregate and convey to their upland stockpile yard. There is no dredging associated with ttus project. <br /> The project site is bordered to the West by Redwood Creek Channel, the North by Cemex, the East by <br /> Cemex Aggregates, and the South by Hinman Road. Wharves 1 and 2 primarily service self- <br /> unloading aggregate bazges and vessels and are adjacent to and shaze a fender line with a cement <br /> unloading terminal. A conveyor system connects from the face of the wharf back to the aggregate <br /> stockpiles. <br /> 3 Selection Process <br /> A two step selection process will be used to award the Wharves 1 and 2 Replacement Project. In the <br /> first step, the Port's selection panel will evaluate and score the qualification statements pmvided in <br /> response to this RFQ. The evaluation and scoring will be performed as described in the Selection <br /> Criteria portion of this RFQ. The Port intends to qualify a maximum of four teams. Teams with the <br /> lughest four scores will be deemed qualified and will be invited to respond to the RFP. If fewer than <br /> four teams respond to this RFQ, or fewer than four teams are deemed qualified, the number of teams <br /> to be deemed qualified will be determined by the selection panel. The Qualification Score will be <br /> carried over to the RFP and used to detemune the successful awazdee. <br /> Once the qualified teams have been identified, the RFP will be issued. Proposals will be evaluated <br /> based upon a best value methodology. Price, qualification score, and technical considerarions will be <br /> used to determine the design-build team with the best value. Additional information on the RFP <br /> selection criteria can be found in the Selection Criteria portion of this RFQ. Additional instrucrions <br /> will be provided for the RFP and qualified teams will be invited to a site walk. <br /> 4 Project Objectives <br /> The overall objective of this Wharves 1 and 2 Replacement project is to replace the existing, <br /> deteriorated timber wharves and perform associated upland improvements. The existing rimber <br /> wharves have deteriorated to an extant that they no longer fulfill the needs of the Port. In addition, the <br /> current conveyor location on the timber wharf is located neaz to ihe adjacent cement unloading berth, <br /> preventing sunultaneous mooring of vessels. The new wharf will be designed to meet the Port's <br /> current and anticipated future needs. In addition, the new wharf will be located such that a future <br /> conveyor relocation project could be undertaken to further sepazate the aggegate berth from the <br /> cement berth.
