I. THE DEVELOPMENTAL STUDY <br />A. The Purpose of the Study <br />The purpose of the Developmental Study was to provide an on -site analysis of the <br />probable levels of acceptance and support for a $2 to $4 million capital funds and <br />endowment campaign for constructing a new PAL facility. This required testing the <br />awareness of the plan for the proposed building and testing the potential for private fund <br />raising. <br />Areas Tested: <br />a. Involvement of interviewees with the Redwood City PAL and other civic <br />projects, and the image of the Redwood City PAL relating to a major youth <br />project. <br />b. Awareness of plans for constructing the building or clubhouse, and the pros <br />and cons of that plan. <br />C. Acceptance level for the project and the feasibility of a stated fund raising <br />goal. <br />d. Assessment of the ability of the PAL. Board and City leaders to recruit <br />campaign leadership. <br />e. The economic climate. <br />f. The climate for philanthropy, the availability of influential leadership to <br />conduct a capital -funds campaign, and campaign timing. <br />Ttie Procedures of the Study <br />The procedures followed in the conduct of the Study included basic fact - finding and <br />confidential interviews with selected persons. Those chosen to be interviewed <br />represented a cross - section of the area of Redwood City as a whole and those affected by <br />the project, including business and professional people, active community volunteers, PAL <br />staff, and representatives of the City and Police Department. These individuals were <br />interviewed to gain the benefit of their perceptions with respect to the proposed PAL <br />project, the image of the PAL and Police Department relative to the project plan, as well as <br />concerning the economic and philanthropic climate. <br />2 <br />
