Mr. Chu Chang <br />August 19, 2003 <br />Page 2 <br /> <br />In view of the City's goals, CDM proposes to perform the following services for the primary <br />facilities and dewatering structures noted above that are included in the first step of the long- <br />term plan development. <br /> <br />Task 1 - Inventory <br />It is CDM's understanding that an inventory of the primary facilities has been prepared by <br />the City staff, but it is not complete. The City staff will complete the inventory. In addition, <br />the City staff will prepare an inventory of approximately 15 to 25 dewatering structures. <br />CDM will visibly inspect the primary facilities and several of the dewatering structures <br />together with the City staff. Both the primary facilities inventory and the dewatering <br />structure inventory will be provided to CDM. <br /> <br />Task 2 - Condition Assessment <br />The City will provide CDM with an initial condition assessment of the primary facilities and <br />dewatering structures from Task 1. The City's initial condition assessment will be based upon <br />maintenance records, age of the facility relative to theoretical useful life, and nameplate data <br />for specific equipment. CDM will review the City assessment and will prepare a final <br />condition assessment considering: <br /> <br />· Remaining useful life evaluation for equipment based on original date of installation, <br /> maintenance practices and observed condition. <br /> <br />· Functional audit identifying what assets appear to have functional defects limiting the <br /> ability to provide service as originally designed or intended. <br /> <br />Task 3 - Preventive Maintenance Program - CDM will work with the City's maintenance <br />department to track work and review existing standard operating procedures for maintaining <br />the assets and to promote better day-to-day allocation of resources. This analysis will require <br />developing maintenance frequencies for the primary facilities and the dewatering structures. <br />CDM will work with the City to establish procedures that reflect industry standards for the <br />different pieces of equipment being used at the lagoon. Based upon this discussion, CDM will <br />formulate an appropriate level of maintenance and performance standards for these primary <br />facilities and dewatering structures. <br /> <br />Task 4 - Long-Term Planning - CDM will work with City staff to develop a replacement <br />schedule of major equipment using a 20-year planning period. This long-term plan will be <br />based on current industry standards and practices. CDM will take into account any current <br />capital improvements that City is currently undertaking or projects in near the near future in <br /> <br /> <br />
