All roadways, driveways, and sidewalks to be paved shall be <br />completed as soon as possible. Building pads shall be laid as soon as <br />possible after grading unless seeding or soil binders are used. <br />Idling times shall be minimized either by shutting equipment off when <br />not in use or reducing the maximum idling time to 5 minutes a <br />required by the California airborne toxics control measure Title 13, <br />Section 2485 of California Code of Regulations lations [ Clear signage <br />shall be provided for construction workers at all access points. <br />All construction equipment shall be maintained and properly tuned in <br />accordance with manufacturer's specifications. All equipment shall be <br />checked by a certified mechanic and determined to be running in <br />proper condition prior to operation. <br />Avoid staging construction equipment adjacent to existing residences <br />or sensitive receptors. <br />Post a publicly visible sign with the telephone number and person to <br />contact at the Lead Agency regarding dust complaints. This person <br />shall respond and take corrective action within 48 hours, The Air <br />District's phone number shall also be visible to ensure compliance with <br />applicable regulations, <br />5; Applicant shall install pedestrian crossings on Winslow Street as <br />determined by Redwood City Engineering prior to issuance of a certificate <br />of occupancy by the Building department. <br />6. The construction contractor will develop a traffic control plan and submit <br />for City approval prior to issuance of grading permits, in accordance with <br />City's policies, The traffic control plan will be implemented throughout the <br />course of project construction, and may include but will not be limited to <br />the following elements: <br />Provide access for emergency vehicles at all times. <br />Avoid creating additional delay at intersections currently operating at <br />congested conditions, either by choosing routes that avoid these <br />locations, or constructing during nonpeak times of day. <br />Provide adequate off -- street parking at designated staging areas for <br />construction- related vehicles. <br />Maintain pedestrian and bicycle access and circulation during project <br />construction where safe to do so. If construction encroaches on a <br />sidewalk, a safe detour will be provided for pedestrians at the nearest <br />crosswalk. if construction encroaches on a bike lame, warning signs will <br />be posted that indicate bicycles and vehicles are sharing the roadway. <br />Require traffic controls in the project area and the project entrance <br />driveway including flag persons wearing bright orange or red vests <br />and using a , Sto lslow" paddle to control oncoming traffic; <br />ATTY]RES . 1 111 -04 PD PERMIT 640 VET5RANS <br />REV,01l1 II <br />Page 4 of 10 <br />
