The Cities of Redwood City and San Carlos created a hybrid fire <br /> service model to reduce costs for both cities. Under the agreement Redwood City <br /> provides command staff oversight to the San Carlos Fire Department. Redwood <br /> City involved local fire union representatives in community discussions <br /> concerning the hybrid model.
