Feasibility Analysis * City Council "A" List Priorities for Fiscal Years 2002/03/04 (Cont.)
another City or project if a site cannot be found.

· Potential obstacles The Downtown plan focuses on creating housing and not day care
opportunities. Foundation funding may be spent elsewhere while a new
site is found.

· Nexus The City has'entered into an agreement with Max Keech to create 150
spaces for childcare in the Shores and Council recently approved a
zoning change required for Oracle to build a day care canter on their
Redwood Shores site.

· Estimated initial cost Initial research costs will be minimal: Funding an alternative site /
facility is an unknown potential cost.

· Ongoing costs Unknown.
thereafter

· Staffing/resource The Council increased the Child Care Coordinator position from .75 to
needs 1.0 in the last two-year budget cycle. She 'continues to work with
Community Development staff, the potential funder and the non-profit
developer to encourage forward movement on this project.

· Options/alternatives Seek other sites / options, or drop from priority list.

Priority 11112: Increase Houeln~l Pro.qrams for Teachers/Seniors

· Assumption Council is interested in providing additional housing opportunities for
teachers, to reduce the rate of turnover among teachers, particularly in
the Elementary District. Council has already directed that approximately
half of the units developed on the Redevelopment owned site at
ECR/Vera be for teachers; we are operating a first time home buyer
program that provides priority to teachers; and the Agency has acquired
a duplex on Douglas Avenue that will be marketed to teachers. There
have been earlier proposals to put housing on the parts of the Canada
campus but this is the first time the proposal has been specifically
focused on teacher housing.

· Potential obstacles The ECR site may face opposition from the neighborhood during the
plan development phase. The Canada sites were proposed for
affordable housing some years ago and this elicited a very strong
negative reaction from the neighbors. This may not be as much of an
issue if the proposal is to build housing for Canada teachers.

· Nexus We are already working on the first time homebuyer program; and we
have purchased a site on ECR to build new housing, some of which will
be dedicated to teachers. We also intend to use a duplex on Douglas
Avenue for teacher housing.

· Estimated initial cost The site on ECR cost approximately $2,400,000 to purchase.

· Ongoing costs Unknown.

8of10
