7.A. - Page 7 <br /> revenue. Additionally, it estimates that the hotel would contribute about $600,000 <br /> annually in transient occupancy taxes. By adding these sites to the property tax rolls, <br /> new General Fund revenue would be generated, although no estimate is provided. <br /> Schedule <br /> Lowe anticipates a 32 month construction period for Block 2, with completion in June of <br /> 2015. This is a reasonable schedule. The hotel on the Winslow Lot is not part of this <br /> schedule, and it would be constructed on a separate but unspecified timeline. Lowe <br /> asserts that it can bring a hotel to Downtown "in the near term." Lowe's schedule shows <br /> the office space occupied by September of 2015. The residential building would be <br /> occupied by November of the same year. <br /> Minimization of Construction Impacts <br /> A detailed construction impact mitigation plan is not provided. The Lowe proposal <br /> provides assurances that a plan will be developed for traffic management and <br /> construction logistics that minimizes construction impacts. <br /> Selection Process <br /> The regular City Council meeting is preceded by a Study Session staff anticipates <br /> focuses on two things: the selection criteria and presentations by each development <br /> team. The developer presentations are set at 10 minutes each. After both presentations <br /> are complete there will be opportunity for the Council to question either or both of the <br /> proposers and staff. During the regular session the focus will be on facilitating the <br /> Council's discussion and analysis of the proposals in comparison with the selection <br /> criteria. Finally, the goal of the discussion is for the City Council to direct staff to begin <br /> negotiations for a Development Agreement with one of the development teams. <br /> The Council discussion, including the Study Session, will be facilitated by Kip Harkness, <br /> who facilitated the Council's discussion on the disposition of City-owned property. The <br /> graphic below is the framework within which the facilitation will work. The "Why" section <br /> is the criteria developed by the sub-committee, including the City Council's vision for the <br /> development and Downtown.
