City has undertaken the enviranmental review process for the praposed project. Ta date, five public scoping meetings have b�een held to hel,� <br /> identify the range of alternati�es, environmental effects, methods of assessment, and <br /> mitigation measures to be analyzed in the EIR. <br /> Moratoria and Emergency 4rdinances <br /> Redwood City adopted a maratarium for on the establishrr�ent and operation of inedical <br /> marijuana distributiqn facilities on December 14, 2009 and su�sequently adopted a regulatory <br /> ordinance prohibiting this land use on OctoV�er 24, 2011. <br /> �ornpliance with Gener�l P�an Guidel�nes <br /> Seetion 65400 of the California Government Code regulates the implementation af the General <br /> Flan ar�d completion of a General Plan annual report. 7his sectian requires jurisdictions to <br /> indude the degree to which the approved General Pfan complies with the 5tate of Galifornia <br /> General Plan Gu�idelin�s. As noted abo�e, Redwood City recently prepared a new General Pfan <br /> that rr�eets all State require�rrents, including certificatian and appravaf of the Housing Element <br /> by the State Clepartment of Housing and Community Development, environm�ntal justice <br /> considerations, and required consufta�ion with f�atiue Ameritan tribes. The General Plan <br /> Guidelines were cansulted and adhered to in preparation of the new General Plan. <br /> Gene�a� P1an E�.ement Progress Review <br /> The Genera! Plan contains the sev�n State-required el�r�nents (land use, circulation, housing, <br /> conservation, open space, noise and safety), The State General Plan Guideiines allow the combining <br /> of el�rr��nts or the additian of new elements as �ong as the required seven elemen�s are present in <br /> some fashian.
