6.1.1. - Page 2 <br /> • Develop and maintain programs that support youth development, education, <br /> health, and enrichment <br /> • Create and nurture partnerships and collaboration that provide for critical youth <br /> services and child care <br /> The Redwood City 2020 collaborative, City Council's Youth Strategic Initiatives, and the <br /> resources expended to support the health of youth shows the critical importance that <br /> the City dedicates to this effort. <br /> A key community partner, the Sequoia Healthcare District (SHCD), engaged the <br /> Redwood City Parks, Recreation, and Community Services Department (PRCS) in a <br /> series of discussions regarding the critical need that exists for consistent physical <br /> education and physical activity opportunities for students during the school day. Due to <br /> severe reductions in the Redwood City School District (RCSD), physical education <br /> instructors for K-5t" graders were eliminated at most schools. The SHCD Board of <br /> Directors approved a significant grant to address this issue and to support the health <br /> and wellness of children in the community. PRCS and the Peninsula Community <br /> Center (PCC) have agreed in concept to provide a comprehensive, sequential K-5 PE <br /> curriculum called "PE Plus" that will serve nearly 5,000 children in kindergarten through <br /> 5t" grade in the Redwood City School District in year one with plans to expand to 3 days <br /> per week at all elementary schools by year three. The attached MOU memorializes <br /> each entity's willingness to dedicate professional staff to this effort among PRCS, PCC, <br /> RCSD and SHCD. <br /> The MOU describes the City's obligations to SHCD in connection with receipt of <br /> $275,000 in grant funding for the implementation of the following year 1 goals and <br /> objectives: <br /> Goal 1: Redwood City Parks, Recreation and Community Services would join PCC to <br /> expand PCC's physical education curriculum and activities and add a nutrition <br /> education component. Beginning in the 2012-2013 school year, PRCS will provide PE <br /> instruction at 5 school sites two times a week and PCC will provide PE instruction at an <br /> additional 5 school sites (totaling approximately 64 classes per school per year). <br /> Peninsula Community Center would teach at 5 of the 7 schools where they have been <br /> teaching, and PCRS would take on two of those schools plus 3 additional ones where <br /> PRCS is already present on campus providing after school programs. <br /> Goal 2- Staff Recruitment: PRCS will recruit a PE Coordinator to manage PRCS's <br /> delivery of the PE Plus program. PRCS will recruit and hire up to twelve PE coaches, <br /> and conduct all hiring processes of staff including provide background and safety <br /> checks. <br /> Goal 3- Staff Training: SHCD would arrange year-round training of coaches, and <br /> provide training during a mandatory Back to School training session and in subsequent <br /> biweekly training sessions. All staff will be trained with the objective to reinforce to <br /> students the joy of being active and healthy, while delivering an exceptional physical <br />
