Refer to PD Resolution for additional findings. <br /> Tentative Map -Subdivision Qrdinance Private Roadway Design Exception Request <br /> As part of the Vesfing Tentative Map application, the applicant afsa requests an <br /> exception to the Ci#y's fwo-way, 25-foot wide pri�ate roadway with five foot sidewaik <br /> engineering standard. Municipa! Code Cf�apter 30 (St�bdi�fsions) Section 30.'!'!8 B <br /> aflows roadway width exceptions under a Planned Development (PD} or if the exception <br /> is in the pubfic interest. As part of the PD application, the applicant proposes a private <br /> one-way roadway at 22-teet in width with a four foot wide rolled curb/ paver pedestrian <br /> pathway raised 3 inches that is ir�corporated within the 22 foot dimension. <br /> The City's Plan Review Committee, including the Fire Department and City Traffic <br /> Engineer, has determined that tF�e �roposed roadway meets emergency vehic�e (public <br /> safety) access and overaJf circufation needs of the Project. The roadway is not <br /> necessary for neighborhood or general citywide circulafion needs; rather it is a private <br /> roadway intended to serve only nine property owners ar�d their guests. The roadway is <br /> thus considered proportionally sized to this smaJl nine unit infill developmen# (vs. 25 foot <br /> wide, two-way private roadways that senre a network of neighborhood streets for larger <br /> developments that generate grea#er vehicle demandl traffic �olumes such as the 25 foot <br /> w�de roadways found in Redwood Shores). Refer to Vest+ng Tentative Map Resolutior� <br /> for additiona!findings. <br /> The Project, as described above and befow, incor�orates Project re'finements made by <br /> the applicant in response to City Council input provided at the August 3, 2009 City <br /> Council hearing. The Project refinements as summartzed below were presented to the <br /> City Council at the October 2fi, 2009 public hear�ng and were analyzed ir� the Draft EIR. <br /> 1. Stormwater Creek Setback: <br /> • Council input- Consider increasing Lo#s 1-4 residen�ial setbacks from top of <br /> creek bank. The Council suggesfed that the cF�ange need not inc�ude an <br /> adj�stment #o a 25 foot mi�imum setback, but that more than 15 fee# woufd <br /> be ar� improvement they were looking for. <br /> • Applicant response- T�e setback for �ot 2 increased from 5 feet to �8 feet, <br /> Lot 3 from 10 to 20 feet, and Lot 4 from 7 to 20 feet. <br /> 2. Project BuIk/Mass /Density: <br /> • Council input- Focus on spacio�asness in the Project design and not <br /> specifica�ly on open space. No specific direction was provided; however, the <br /> following were mer�tioned as possible ways to address the issue: reduction of <br /> home sizes, heigh#s, number of units and increase space between buildings. <br /> • Applicant response- Houses on �ots 2, 3, 4, 7, and 8 were reduced in size by <br /> 895 sq.ft. in the aggregate wit� assvciated increases in set�acks. Lots fi ar�d <br /> 7 homes previously exceeded 40% Iot coverage and are now ur�der 40% lot <br /> coverage. Lot 9's home was reduced in height by one foot. All residences are <br /> 28 feet or less in height (per Zoning Ordir�ance Articie 5). <br /> 7 <br />
