The ro�dway is also narrawed in three locations for the purpose of traffic calming and tree protectior�. With respect to r�eighborhood context, the proposed 22-foot roadway widt� is more proportionafely scaled to this smaU, nine-unit infifl development tharr would a wider 25-foot roadway. I 4. Guest Parking: • Council input- �ook at adeq�acy of guesf parking. + Applicant response- The Project provides 5 on-site g�est parking spaces where no guest parktr�g is required in the R-� (single-family) zoning district and wh�le t�e City's Parking Code {Article 30) does not recognize residential driveway aprons as parking spaces, they nonetf�eless are often used for that purpose and thus cou�d potentially provide up to 18 (9 units x 2 parking spaces} additional on-site guest parking spaces for up #o a tota! of 23 spac�s. fn add�tion to tl�e Project revisians reoommended by tf�e City Council as s�mmarized abo�e, the applicant also provided the following additional Project modificafiions: 5. Trees Preservation -Inifially 13 trees w�re to be removed, now 10 #rees (8 living + 2 dead} would be removed, tour {4) trees relocated on site (3 palms and a redwood tree) and 52 repfacement trees added to the site. 6. Storm Dra�nage- The Project initially drained into Cordilleras Creek via an ouffall, ar�d was revised to drain to the storm drai� system in Finger Avenue. Plannina and Environmental Review Process On October 26, 2009, Redwood City adopted a mitigated negative declaration {MND) pursuant to the California Environmer�taf Quality Act {CEQA) and approved the Finger Avenue Pro�ect. I On November 1D, 2009, Frie�ds of Cordilleras Creek and Finger Avenue Pride Committee (collectively "Friends") filed a lawsuit with the San Mateo Caunty Superior Court seeking to set aside the City's adoptio� af #he MND and approvals of the Finger Avenue Project, alleging in the �awsuit viofativns of CEQA. On July 26, 2010, fhe City of Redwood City, McGowan DevelopmeR#, and Friends (the "Parties") entered into a S�ttlement AgTeement, whereby the Parties agreed that the City would rescind al! of the appro�als (Initial StudylMND, Planned Development Permit, and Vesting Te�tative Map) related to the Finger A�enue Project. $
