-10- <br /> 8.A. - Page 99 <br /> Durtng the pu�lic review period for the NOP, Cify staff received comment �etters from <br /> the Cafifornia Department of Transportation (Caltrans), Finger Avenue Pride Committee, <br /> Friends of Cordilleras Creek and from severa! residenfs. The Draft E1R addressed these <br /> comment letters. For example, per t�e Caltrans commer�t fetter, the Draft EIR <br /> determined that there is no project impact to the Fir�ger Avenuel EI Camino Reai <br /> intersection, nor does the Project contribute to a cumulative impact at tha# intersection. <br /> The Draft EIR also addressed the Finger Avenue Pride Committee comment letter �y <br /> including and anafyzi�g their proposed "Creekside Green" project afternati�e. In <br /> addition, the Draft EfR respanded ta the various issues raised in the other comment <br /> letters by analyzing, amor�g other things, riparian setbacks, flooding, traffic safety and <br /> neighbarhood compatibility. {NOP comment letters were previously provided to tf�e <br /> Planning Commission prfor to the Augusf 16, 201'! public �earing on the Draft EIR). <br /> On July 22, 2011, City staff issued a Notice of A�ailabilify to announce the Draft E�R's <br /> availability for public and responsibfe agency re�iew and input. <br /> From July 22, 2011 to September 6, 20��, the City held a 45-day public re�iew period <br /> ort #F�e Draft EIR tor interesfed indi�Rduals and public agencies to submit written <br /> comments on the Draft EIR. <br /> On August 16, 2011, #he Plannir�g Commission �efd a pubfic heari�g to take in oral and <br /> wrifter� fesfimony or� the Draft EIR. <br /> On August 29, 20�1, the Historic Resources Advisory Committee (HRAC} considered <br /> and made a recommendafion to the Pfanning Commission on fhe C�tlf�aral Resources <br /> Chapter of the Draft EIR. The HRAC found that the Cultural Resources section of the <br /> Finger Project Draf# EIR is complet� and adequate per CEQA and recommended that <br /> #he Final EfR ir�clude: 1) an additional analysis to support the Draft EIR archeological <br /> analysis conclusion and 2} a detailed landscape plan of Lot 9 for fhe screening of the <br /> Finger Farmhouse. Holman & Associates prepared a suppfemental <br /> Projec# Auger Report that supports the Draft EIR archeological a�alysis conclusion <br /> (AppEndix B�. The applicant afso prepared a rev�sed conceptual lar�dscape plan that <br /> ir�cludes tvvo fast growing vertical screen tree species that the City's landscape architect <br /> l�as determined I�ave sufficient setback area fo grow to provide appropriate screenir�g <br /> between �ot 9 and fhe Finger Farmhouse. Refer to Fir�a� EIR C-'I and G-20 and C-4 for <br /> more detailed responses to HI�AC comments. <br /> � Environmental Im act Re ort EIR <br /> Draft EIR: The City's EIR consul#ant, David Powers & Assocfates, prepared a Draft <br /> Focused Environmental Impac# Report for #he F�nger Avenue N�ne l.ot Planned <br /> Develo�ment Project {Drat EfR) tF�at described and ar�alyzed the various en�ironmental <br /> impacts associated witf� the Project. The Draft EIR determined that tf�e Project woufd <br /> result in less than significant impacts in the areas of historic resources, aesthetics, land <br /> use, transportation and greenF�ouse gases emissions. The Draft E1R also identi�ed #ha# <br /> the Projecf would have significant impacts rn the areas of archeological resources, air <br /> quality, hydrology and water quality, geology, biological resources and IRght and glare. <br /> All of these impacts would be mitigated to less-than-significan# levels in conformance <br /> 10 <br />
